DKI Provincial Government Permits Entrepreneurs To Pay THR In Installments Using An Asymmetric Scheme, Here's How

JAKARTA - The government has obliged all companies to pay holiday allowances (THR) in full without installments this year. Unfortunately, many businessmen admit that they are unable to do this.

Therefore, the DKI Provincial Government allows companies that claim to be unable to pay the full THR using an asymmetrical scheme such as the one that applies to the increase in the provincial minimum wage (UMP) in 2021.

"In principle, we carry out the (Ministry of Manpower) circular to all companies. But, we provide the same asymmetrical policy when we set the UMP," said Head of the Jakarta Manpower and Transmigration Service (Disnakertrans) Andri Yansyah at the DPRD DKI Building, Tuesday , April 20.

Andri admitted that COVID-19 had an impact on economic conditions and the company's ability to fulfill workers' rights, including paying THR. In the asymmetric policy scheme, entrepreneurs affected by the pandemic can apply for THR payments in installments.

The DKI Provincial Government, said Andri, formed a THR monitoring post, as directed by the Ministry of Manpower. Once there is a request, the team from the post will conduct research. The team examined which company was included in the business sector and evaluated its financial statements.

However, not all companies are eligible for THR installments. Andri said that companies that are usually given relief are in the trade, accommodation and tourism sectors.

"Examples of companies in the trade sector, in malls. That looks like that. Now 50 percent of the capacity is allowed. But the fact is that visitors only contain 15 percent, 20 percent at the most," said Andri.

"Then the hotel. We'll look at the hotel first. If the 4-star 5-star one, we will ask why submitting the application. But, if the 3-star down has already been executed, we can (THR in installments). Like that," he continued.
