Digital Forensic Expert: Many Irregularities Found In The Muara Enim Pilkada

JAKARTA - Many irregularities were found in the Muara Enim Pilkada, especially in the recapitulation stage of vote counting. Starting from double names to absence of signatures and incomplete attendance checklists in the Attending List of Permanent Voters.

This was conveyed by Digital Forensic Expert Ruby Alamsyah through a written statement received by VOI, Tuesday, January 4.

Ruby said that based on his analysis, several irregularities were found which resulted in changes in the votes acquired by a number of candidates for the Regent and Deputy Regent of Muara Enim.

"Based on the results of digital forensic analysis of all electronic documents in this case, several irregularities were found in the difference in the number of the Fixed Voter List (DPT), Voter Rights Users, and Voters Received +2.5 percent of Reserves and irregularities in the voter attendance list. (Therefore) it is certain that there has been a discrepancy in the data resulting in the recapitulation of the 2024 Muara Enim regional election which can benefit one candidate pair, and cause losses to other pairs of candidates," Ruby said.

According to Ruby, these irregularities appear in at least some aspects. First, the question of the number of ballots is far more than the number of Fixed Voter Lists (DPT). Second, related to the same or similar signature in the Attending List of Fixed Voters. Third, about the multiple names that appear in the Permanent Voter Attendance List. Fourth or last, regarding the absence of signature and incomplete attendance in the Permanent Voter Attendance List.

There are even (the number of ballots) that are almost twice the difference. So this (potential) allows elements of data manipulation to occur," he said.

In a written report totaling 17 pages, Ruby shows in detail the findings of irregularities in the Muara Enim regional election. Complete with evidence of irregularities, documents containing irregularities, multiple voters' names and voters' names in the DPT, to the location of the TPS where the document came from.

Ruby also mentioned the blackout situation that occurred twice on the night of the election (27 November), namely at 18.41 WIB and 21.25 WIB. According to him, the condition of the blackout of the lights drastically changed the number of votes that did not exercise voting rights. The reason is at 18.41 WIB, the number of votes that did not exercise the right to vote was 320.249 votes, while when the second light went out at 21.25 WIB, the number of invalid votes fell significantly to 211.245 votes. At the second distance of short time, he said, there was a total difference in the vote of 109.004 votes.

"By paying attention to the anomaly of power outages during the recapitulation and calculations using SIREKAP, the 1.5 hour lag during the power outage may be used by certain parties to manipulate data," he said.
