Prior to the DPR's approval, there were two ministries that each oversee education and research, namely the Ministry of Education and Culture led by Nadiem Makarim, and also the Ministry of Research and Technology led by Bambang Brodjonegoro.

The Ministry of Investment is also a new institution. The government already has an Investment Coordinating Board led by Bahlil Lahadalia and also the Coordinating Ministry for Maritime Affairs and Investment led by Luhut Binsar Panjaitan.
