Minister Of Industry Agus Calls The Negotiation Plan With Apple Next Week
Minister of Industry (Menperin) Agus Gumiwang Kartasasmita said there were plans for negotiations with Apple representatives scheduled for January 7-8, 2025.
"We will only negotiate with Apple's headquarters from the US (United States). Thank God, Apple will send a high official level directly from America to negotiate with the Ministry of Industry January 7-8," Agus said in an official statement, Friday, January 3.
Agus said that Apple had submitted a discourse regarding investment proposals from the company.
It's just that, said Agus, because it was limited to discourse and was not delivered directly, the government could not consider it a proposal.
"However, we have also studied the 'discourse' from Apple and we will convey a lot of notes in a face-to-face meeting with Apple," he said.
In addition, Agus said that his party was still waiting for Apple to complete its debt commitment worth 10 million US dollars in the 2020-2023 cycle.
According to Agus, Apple has two investment scheme options. First, following the scheme 1 from the calculation of the Domestic Content Level (TKDN), namely building production facilities (factories) in Indonesia. Negotiations related to this scheme will be led by the Minister of Investment and Downstreaming Rosan P Roeslani.
Second, following the 3rd scheme, namely an innovation scheme with a note having to submit a proposal every three years. The negotiations are led by the Minister of Industry.
In discussing Apple's investment plan, the Ministry of Industry puts forward four principles. First, Apple's investment in other countries. Second, investment in other HKT producers in Indonesia. Third, added value and income for Indonesia. Fourth, employment in the ecosystem.

"In negotiations, Apple will definitely prioritize its interests, while the government will prioritize national interests through manufacturing development in Indonesia," said Agus.
Therefore, the government encourages Apple to use scheme 1, namely investment in production facilities, aka factories. However, the Ministry of Industry reminded that the commitment to building factories cannot be equated with the Global Value Chain.
"But even if Apple still chooses to use the 3 (innovative investment) scheme, we have prepared a technical calculation regarding the value that Apple needs to prepare so that distribution permits can be issued," he said.
