Pam Jaya: The Increase In Water Tariffs In Jakarta Is Lower Than Other Commodities
JAKARTA - President Director of Perumda PAM Jaya Arief Nasrudin said that the adjustment of PAM Jaya's water tariffs was still lower than other commodities and inflation rates in the 2007-2024 period. The statement was made in line with the decision to make a new tariff adjustment in 2025.
"There is a commodity average tariff growth in the 17 year period, from 2007 to 2024 which is quite varied," said Arief in his statement, Saturday, December 28.
According to him, when compared to other commodities, the new tariff adjustment for Pam Jaya is still very low. For example, the biggest tariff increase during this period was bottled drinking water (AMDK) of 345 percent, LPG 12 kilograms of gas of 273 percent, and cooking oil of 214 percent.
"Meanwhile, commodities with the lowest tariff growth include fuel tariffs (oil fuel) of 115 percent and electricity of 136 percent," he said.
In addition, the price index between water tariffs and other commodities is considered as a basic necessity. From 2007 to 2024, PAM Jaya's water tariff was only IDR 7.5 per liter. Meanwhile, AMDK in 2007 was IDR 351 per liter and then increased in 2024 to IDR 1,600 per liter.
Then cooking oil in 2007 amounted to Rp6,800 per kilogram to Rp21,384 per kilogram in 2024. Next, subsidized fuel from Rp4,650 per liter in 2007 to Rp10,000 per liter in 2024.
Furthermore, the electricity tariff managed by the State Electricity Company (Persero) from IDR 572 per Kwh in 2007 to IDR 1,353 per Kwh in 2024. Finally, the 12 kilogram LPG gas from IDR 76,000 in 2007 to IDR 210,000 in 2024.
"So, since it was last determined in 2007, PAM Jaya has never made another tariff adjustment to date," explained Arief.
Not only that, Arief also compared the water tariff managed by PAM Jaya with the regional company from other regions. For the K1 (social) group, PAM Jaya's exiting rate is IDR 1,050 to 3 cubic meters, the K2 (household) group is IDR 1,050-IDR 7,450 and the K3 (commerce) group is IDR 4,900-IDR 14,650.

Meanwhile, PT Tirta Asasta Depok, water tariffs for the K1 group reached Rp. 3,000-Rp. 11,000, K2 Rp. 4,200-Rp. 13,000 and K3 of Rp. 8,900-Rp. 15,500. Next is Perumda Tirta Kahuripan, Bogor Regency for K1 of Rp. 2,250-Rp. 7,000, K2 groups of Rp. 3,000-Rp. 7,000 and K3 groups of Rp. 6,000-Rp. 19,000.
Finally, Perumda Tirta Patriot Bekasi City for K1 is Rp. 1,800-Rp. 2,200, K2 is Rp. 3,200-Rp. 17,000 and K3 is Rp. 6,100-Rp. 17,000.
"From this index, it can be seen that the PAM Jaya tariff is still below the tariff applied by other PDAMs outside DKI Jakarta," said Arief.
On that basis, he said, in January 2025 Perumda PAM Jaya will make tariff adjustments. Various parties have also been collaborated with Perumda PAM Jaya to help socialize this plan, for example involving the City Government of Administration in five regions.
Arief said, the simulation of adjusting the PAM Jaya drinking water tariff for the tariff group 2A1 (Very Simple Household) for the use of 30 cubic meters, and the tariff group 2A2 (Simple Household) for using 20 cubic meters experienced a decline in prices with the PAM Jaya subsidy marketing program.
Among them, the tariff group 2A1 for the old tariff amounted to Rp41,810 with a new tariff of Rp46,695. After the subsidy from the PAM Jaya subsidized marketing program to Rp34,695.
Meanwhile, for the tariff group 2A2 (Simple Household), the old tariff is IDR 147,940 with a new tariff of IDR 183,060. After the subsidy from the marketing program subsidy of PAM Jaya to IDR 151,060.
