Bali DPRD Designs Regional Regulations For Prohibition Of Online Motorcycle Taxis For Outside Bali

The Bali Regional House of Representatives (DPRD) has designed a regional regulation (perda) on special rental transportation (ASK) to overcome the rise of online motorcycle taxis or ojol with outside Bali plates operating on the streets of Bali and becoming a contributor to congestion.

Chairman of Commission II of the Bali DPRD Agung Bagus Pratiksa Linggih said that so far the only reference in ASK's operations was the Bali Governor Regulation Number 40 of 2019.

To increase legal force, discussions on regional regulations will be carried out by adding sanctions and rules that bind to the applicator or ojol driver himself.

"I have to discuss this (perda) with my colleagues from the council as well as hearings from the relevant legal and official bureaus, there are many non-DK plates operating in Bali, the recognition of their applicators has taken part in Pergub 40 but from the association of drivers is not in line with the recognition of the applicator," said Agung Bagus as quoted by ANTARA, Tuesday, December 10.

The Bali DPRD held a meeting with online motorcycle taxi applicators such as Gojek and Grab, the Indonesian Online Drivers Association (PDOI), the Transportation Service, and the OPD related to the Bali Provincial Government to explore public complaints due to the circulation of foreign plate Bali vehicles that became online motorcycle taxis.

From the applicator, the Bali DPRD received an acknowledgment that they had followed the rules by not giving permission to drivers with plates outside Bali or those who were not domiciled in Bali.

However, PDOI testified in the field that many ojol with plates other than DK escaped the data collection system.

"I see that this leak is not an omission, because the applicator has prepared the features but there are indeed loopholes that drivers or potential partners use, not intentional applicators but it really needs to be refined," said Agung Bagus.

In addition to the system leak, PDOI also revealed allegations of cooperatives passing drivers who violated the rules to register with one of the ojol companies.

Therefore, the preparation of the regional regulation on special rental transportation is considered important because at this time there are no regulated sanctions.

"Yes, there are cooperatives who accommodate non-DK plates, so we will invite cooperatives who become applicator partners to answer directly to account," said Agung Bagus.

Meanwhile, the Bali DPRD asked the applicator to make a written statement entering vehicles or drivers outside Bali without any element of intent, and to make improvements to the application system.

"So this gap cannot be exploited repeatedly, that's why I say it is important that there are online driver associations to help with this supervision, because they are actually perpetrators and we need input to monitor applicators," he said.
