Minister Of Manpower Yassierli Issues Ministerial Regulation Of UMP 2025, Capai Increase Of 6.5 Percent
JAKARTA - The Ministry of Manpower has officially increased the 2025 Provincial Minimum Wage (UMP) by 6.5 percent.
This was marked by the issuance of the Minister of Manpower Regulation (Permenaker) Number 16 of 2024 concerning the determination of the 2025 MInimum Wage which was signed by the Minister of Manpower Yassierli on December 4, 2025.
This new regulation states that the 2025 minimum wage policy is one of the efforts to maintain the purchasing power of workers/laborers and business competitiveness.
Article 2 (2) Permenaker 16/2024 regulates the determination of the 2025 UMP using the following formula: UMP2025 = UMP2024 + The Value of the 2025 UMP Increase.
"The value of the provincial Minimum Wage increase in 2025 as referred to in paragraph (2) is 6.5 percent of the provincial Minimum Wage in 2024," reads Article 2 paragraph (3) quoted on Wednesday, December 4.
Meanwhile, paragraph (4) explains that the percentage of the increase has taken into account certain economic growth, inflation, and indexes.
A certain index is a variable that represents the contribution of labor to the economic growth of the province by taking into account the interests of companies and workers/laborers as well as the principle of proportionality to meet the needs of decent living.
Article 3 of the regulation also states that the calculation of the provincial Minimum Wage in 2025 is carried out by the provincial wage council and recommends the results of the 2025 UMP calculation to the governor.

Then the increase in the city/district minimum wage (UMK) in 2025 is also 6.5 percent.
Regarding the announcement of the UMP by the Governor, it is stated in article 10 which states that the 2025 UMP and the 2025 provincial sectoral minimum wage are determined by the Governor's Decree and announced no later than December 11, 2024.
Meanwhile, the 2025 UMK and the 2025 district/city Minimum Wage are determined by a Governor's Decree and announced no later than December 18, 2024.
