The alleged corruption case began with the preparation of a budget in the Work Plan and Company Budget (RKAP) of PT. Pertamina (Persero) in 2013 with a value of IDR 2.07 trillion.
The budget is intended to buy land planned for the construction of the Pertamina Energy Tower (PET) building as an office for PT. Pertamina and all its subsidiaries in the Rasuna Epicentrum area, Kuningan, South Jakarta
Then, the purchase of land was carried out from June 2013 to February 2014. The total is 4 lots consisting of 23 plots of land with a total area of 48,279 square meters from PT. SP and PT. BSU.

However, the process of purchasing land carried out by PT. Pertamina (Persero), is suspected of having committed an unlawful act or not underlying the applicable provisions and regulations.
Thus, there was a state loss based on the limiting of prices and expenses or payments that should not be, namely assets in the form of roads belonging to the DKI Jakarta Provincial Government covering an area of 2,553 square meters.
"From the series of work processes, it resulted in state financial losses of Rp348,691,016,976," said Arief.
