AGO Detains Former Director General Of KA Prasetyo Buditjahjono At Salemba Rutan

After being named a suspect in the alleged corruption case in the construction of the Besitang-Langsa railway road (KA) at the Medan Railway Engineering Center in 2017-2023, the Attorney General's Office (AGO) immediately detained the former Director General of Railways of the Ministry of Transportation Prasetyo Boeditjahjono (PB).

"Against PB, detention will be carried out in detention in the detention center for the next 20 days and will be detained at the Salemba Rutan at the Attorney General's Office," said Director of Investigation at the Junior Attorney General for Special Crimes (Jampidsus) at the Attorney General's Office Abdul Qohar, ANTARA, Sunday, November 3.

The detention, he said, was based on the Order for Detention of the Director of Investigation at the Deputy Attorney General for Special Crimes Number: Print-52/F.2/Fd.2/11/2024 dated November 03, 2024.

He also revealed that the suspect Prasetyo was included in the Jampidsus Investigative Team list based on the Investigation Order at Jampidsus Number: PRINT-55/F.2/fd.2/10/2023 dated October 4, 2023.

"So, this investigation has been one year, where at that time PB served as Director General of Railways at the Ministry of Transportation in 2016 2017 and finally Brother PB served as Expert Staff for Technology, Environment and Energy at the Ministry of Transportation," he said.

Qohar explained that the involvement of the suspect Prasetyo in this case was suspected of making arrangements in the construction process for the Besitang-Langsa railway road which connects the Provinces of North Sumatra and Aceh Province with a budget of IDR 1.3 trillion sourced from State Sharia Securities (SBSN).

In carrying out the construction, the suspect Prasetyo ordered the defendant Nur Setiawan Sidik (NSS) as the Budget User Authority (KPA) to decompose the construction work into 11 packages and asked the NSS to win eight companies in the tender process or auction.

Then, the Head of the Goods and Services Procurement Working Group, namely the defendant Rieki Meidi Yuwana (RMY), at the request of the KPA, conducted a construction auction without the procurement technical documents that had been approved by technical officials and the procurement qualification assessment method contradicted the regulations for the procurement of goods and services.

"In the implementation, it is known that the construction of the Besitang-Langsa train road was not preceded by a feasibility study, there were no train track documents made by the Ministry of Transportation, as well as the KPA Commitment Making Officer (PPK) and supervisory consultants deliberately moved the railway construction line that was not in accordance with the design and road documents, so that the train line collapsed or decreased and could not be used," said Qohar.

From the implementation of the development, he continued, Prasetyo received a fee from the defendant Akhmad Afif Setiawan (AAS) as PPK of Rp. 1.2 billion and from PT WTJ of Rp. 1.4 billion.

The suspect's actions caused the train lane to not function, causing state losses of Rp1.1 trillion or more precisely Rp1,157,087,853,322.00.

For his actions, Prasetyo was charged with Article 2 or Article 3 in conjunction with Article 18 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended in Law Number 20 of 2021 in conjunction with Article 55 Paragraph 1 of the Criminal Code.
