Not Just a Land Bank Agency Agrarian Reform Promise

JAKARTA - Agrarian reform on the Land Bank Agency's HPL is not just a promise on paper, but also an inevitability. Agrarian reform is not just about distributing land or distributing certificates, but must also create social justice marked by agrarian justice and community welfare.

Since the implementation of agrarian reform was accelerated in the first year of the administration of the 7th President of the Republic of Indonesia, Joko Widodo, it has been mandated that all beneficiaries manage the land object of agrarian reform (TORA) optimally and productively.

Based on this, the Land Bank Agency, which was given the mandate to provide at least 30 percent of land for agrarian reform, is committed to fulfilling its obligations as well as possible.

The Minister of ATR/Head of BPN has also determined the allocation of TORA in the Land Bank Agency's HPL, Penajam Paser Utara (PPU), East Kalimantan, covering an area of ​​1,873 Ha.

"This is an obligation that we must fulfill as an extension of the government in the agrarian sector, not just a promise. We want beneficiaries to be able to optimally manage TORA," said the Head of the Land Bank Agency, Parman Nataatmadja in his press statement, Sunday, November 3.

Parman said that the implementation of agrarian reform above the Land Bank Agency's HPL has now entered the final stage. His party is collaborating with the Ministry of ATR/BPN and GTRA to continue to accelerate efforts.

"There are only a few more stages before the certificate will be issued," he said.

The implementation of agrarian reform above the Land Bank Agency's HPL will be carried out in several stages, where stage I will target communities affected by the construction of the IKN Airport and the IKN toll road or toll road section 5B, with a total area of ​​approximately 400 ha.

The community affected by the IKN Airport not only received land, but also replacement of growing plants through the PDSK (social impact management) scheme, the implementation of which was carried out by the Ministry of Transportation from the land side and the Ministry of PUPR from the air side.

Harto, one of the community members who had received replacement of growing plants and a prospective recipient of the Land Bank Agency's RA, said he was happy and satisfied with the solution from the Land Bank Agency, the Ministry of Transportation and the Ministry of PUPR. He had received replacement of growing plants worth IDR 357 million.

"Initially, there was news that there was no compensation, basically they wanted to take it. After the process was underway, there was news from the Land Bank Agency that there would be replacement of land and also growing plants. Finally we accepted it," said Harto.

Harto said that the initial presence of the Land Bank Agency had drawn protests from the community. However, the routine socialization carried out by the Land Bank Agency to the community produced positive results.

"We were worried at first, but because there was socialization, we finally understood. That the community's gardens would be returned to the community. Since the beginning, the Land Bank Agency has been there (socialization)," he explained.

The same thing was also expressed by Eko, a resident who received the replacement of growing crops and also a prospective RA recipient. He hopes that in the future the presence of the Land Bank Agency together with other stakeholders can further advance PPU.

"Alhamdulillah, I'm happy (to receive replacement of growing crops). I didn't expect that our land would become the IKN Airport. We in Gersik, Jenebora and Pantai Lango Villages are happy. I didn't expect it to be made into an airport, a city," he said.

Eko admitted that he received compensation for the growing crops worth more than Rp40 million. He has used some of the money for his children's education and also for his wife.

Eko believes that the presence of the Land Bank Agency can truly realize justice and certainty of land rights for the community.

"Later, we will be here for our children and grandchildren. If we are completely compensated, we will not have land. Land will become more expensive," he said.

He also ensured that the Land Bank Agency always communicates persuasively with the community.

"It is not true (intimidating). Alhamdulillah, so far the Land Bank has been good to the community. It is as if they have been given a solution on how this land can become the community's right," he concluded.
