Kemenhub Will Act On Black Plate Transportation During Homecoming Prohibited, How To?

JAKARTA - Transportation Minister Budi Karya Sumadi said it will coordinate with the police to crack down on black-plate public transportation that carries passengers for eid al-Fitr 2021 homecoming.

The previous government stated that it prohibits Eid al-Fitr from 6 to 17 May 2021 to the entire community.

"If we see the use of private vehicles, even buses and black-plate trucks we will do strictly, if it is done (carrying passengers)," Budi said in a Youtube impression of the Presidential Secretariat, Wednesday, April 7.

Officials will also restrict more than three hundred locations to road trips that pass during the homecoming season ahead of Eid al-Fitr 1442 Hijri.

"So, we recommend that you and I do not continue the plan to go home and stay at home," said Budi.

Is it possible?

Transportation observer from the Indonesian Transport Society (MIT), Muslich Zainal Asikin questioned the mechanism of supervision of black-plate passenger transport that became an alternative for citizens to "cat-cat" homecoming.

Because, for many years, passenger transport vehicles that are actually illegal because of the yellow-plated is difficult to ditertibkan.

"This black plate transportation, usually uses a family type private car such as Avanza, Xenia, to Elf. They're pretty smart. If they bring passengers, they do not go through national roads or toll roads, but instead look for rat roads so that they are not caught by officers," Muslich told VOI.

Therefore, the control mechanism by which the authorities ordered the vehicle to turn back proved not to have reached the intended target. Considering, public transportation can move to ordinary roads.

There is one possible way to supervise the transportation of black plates, if the Ministry of Transportation really intends to clean up the illegal public transportation. The Ministry of Transportation can ask for the help of transportation service officers to the police.

"The tightening of surveillance that may be very effective is to deploy the force of police and police officers at the level of police or police in all areas. They're checking on vehicles suspected of carrying homecoming passengers," Muslich said.

But again, Muslich admitted this way is also not able to net the black plate transport optimally. "There are so many alternative ways to avoid officers," he said.

"Is it acceptable to handle a very limited number of personnel compared to areas that must be supervised? Moreover, it is impossible for all vehicles to be checked one by one in the middle of the road," he concluded.
