Patching The Shortage Of E-KTP Blanks, Tito Wants To Allocate A Budget
JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian in a working meeting with Commission II proposed a budget shift at the Ministry of Home Affairs (Kemendagri). The shift that Tito meant was to fulfill the need for blank Electronic Identity Cards (e-KTP) by the end of the year.
At least the total need for a blank e-KTP until the end of 2019 is believed to reach 11 million pieces. Tito explained, as many as eight million of them were for regular needs. Meanwhile, the rest is for the needs of regional expansion.
The former National Police Chief said, of the 11 million pieces of blank e-ID cards, 3.5 million had been met with a budget value of IDR 37.6 billion. Tito revealed, there were still shortcomings to meet these blank needs.
"7,437,719 pieces are still lacking, and the budget requirement is Rp78.6 billion," said Tito at a working meeting at the DPR Building, Parliament Complex, Senayan, Jakarta, Tuesday, November 26.
This lack of budget can be made up for by a shift in the budget. Therefore, Tito asked the DPR Commission II to agree to shift the budget belonging to a number of directorates general (Ditjen) within the Ministry of Home Affairs such as the Secretariat General (Setjen), the Institute of Domestic Education (IPDN), the Inspectorate General, the Directorate General of Population and Civil Registry (Dukcapil). , as well as the Directorate General of Politics and Public Administration.
In addition, from the Directorate General of Administrative and Territorial Development, the Directorate General of Village Government Development, the Directorate General of Regional Development, the Directorate General of Regional Autonomy, the Directorate General of Regional Finance Development, the Research and Development Agency, and the Human Resources Development Agency.
"I took steps to revise the budget from its component name. The component means units at the Ministry of Home Affairs which I think are less absorbed or maybe not expected to be absorbed. That was taken to be directed at the urgent, namely blank. Because this blank is an urgent basic need for the community," he said.
According to Tito, Rp. 15.9 billion obtained from the budget shift will be allocated for 1.5 million blank pieces. Meanwhile, the remaining blanks that have not been fulfilled will be taken from the 2020 budget ceiling.
"In January yes. In January there will be 16 million pieces. So use the new budget," he said.
Meanwhile, Chairman of Commission II Ahmad Doli Kurnia said that the DPR only approved a shift in the budget ceiling at the Ministry of Home Affairs for the 2019 budget year in accordance with the applicable laws and regulations amounting to Rp. 12.9 billion from the one proposed by the Ministry of Home Affairs of Rp. 15.9 billion.
"The shortfall of Rp. 3 billion will be met from the internal budget arrangement of the Directorate General of Dukcapil of the Ministry of Home Affairs with several notes. First, Commission II of the House of Representatives asks that the shift in the budget ceiling be used effectively to fulfill blank e-ID cards," said Doli.
According to Doli, his party also asked the Ministry of Home Affairs so that the 2019 budget shift would not reduce the performance of each component and work unit whose budget was reduced or relocated.
"Commission II DPR encourages the Ministry of Home Affairs to formulate a more accurate budget planning system, so that budget allocations can be used optimally," he explained.
