DKI's 2020 Budget Is IDR 87.9 Trillion
JAKARTA - The proposed budget in the general policy for the temporary budget priority-ceiling (KUA-PPAS) in 2020 was agreed to be IDR 87,956,148,476,363.
This amount is validated by the DKI DPRD Budget Agency and the DKI Provincial Government. It took five hours to determine the amount of this budget.
"By saying bismillahirrahmanirrahiim the KUA-PPAS discussion of Rp. 87,956,148,476,363 was passed," said Prasetyo followed by hammering the hammer at the DPRD DKI Building, Central Jakarta, Tuesday, November 26.
The views and criticisms of members of the DKI DPRD regarding the realization of tax revenue in 2019 colored the Banggar meeting. Head of the Regional Tax and Retribution Agency (BPRD), Faisal Syafruddin, has repeatedly been asked for an explanation of the sub-optimal income of the tax sector.
It becomes natural that tax realization is in the public spotlight. This is because these dynamics greatly determine the amount and ability of DKI to finance the proposed budget for DKI in 2020.
Therefore, the budget in the KUA-PPAS was increased to Rp. 87,956 trillion, from the previous prediction of Rp. 87,129 trillion.
If the budget size increases, it is certain that some nominal regional revenues must be boosted. According to the agreement, there are 5 tax sectors whose revenue realization should be increased.
First, the Transfer of Motor Vehicle Title Fee (BBNKB) must increase revenues of IDR 100 billion from the previous, Motor Vehicle Fuel Tax (PBBKB) plus IDR 50 billion.
Then, the Hotel Tax must be added by IDR 50 billion, Parking Tax plus IDR 250 billion, and Land and Building Tax (PBB) plus IDR 200 billion.
"This is all being raised, meaning that the board encourages BPRD to be able to boost our income again," said Prasetio.
For the rest, DKI Pemprov is asked to increase regional retribution revenue. After this, the budget is returned to the regional work units (SKPD) to enter details on each budget line.
On November 29, the DPRD and Pemprov passed a general policy on the temporary budget priority ceiling (KUA-PPAS) through an MoU.
Then, on December 2, the Governor of DKI, Anies Baswedan, gave a speech about the Draft Regional Regulation on APBD. From December 3 to 10, discussion of the RAPBD is scheduled from the commission level to the final view by the DPRD.
On 11 December, the RAPBD was passed. Then, the RAPBD is brought to the Ministry of Home Affairs for evaluation within a few days. The final stage, the evaluation result RAPBD will be stipulated as Perda APBD 2020.
