Haven't Decided On The Number Of Prolegnas Bills, Legislative Council Of The House Of Representatives Gives A Deadline Of 10 Days Of Faction Proposal
JAKARTA - The Legislation Body (Baleg) of the DPR RI has not yet decided on the number of Draft Laws (RUU) which will be included in the list of the National Legislation Program or Prolegnas for the next five years.
Baleg also gave a 10-day deadline to the board's equipment (AKD) to the factions to submit a proposed bill that will be included in the Prolegnas for the 2024 '2029 period.
"We have sent letters to each commission, to the agency, board equipment, so on, and factions. In 10 days we will wait for the results," said Deputy Chairman of Baleg DPR RI, Sturman Panjaitan, at the Parliament Complex, Senayan, Jakarta, Thursday, October 24.
Similarly, Member of the Legislative Council of the Republic of Indonesia from the PDIP faction, Andreas Pareira, said that in the second meeting held yesterday, his party had prepared a new Prolegnas list. However, the certainty of the number of bills that are included in the National Legislation Program is still waiting for proposals from factions or the public.
What was discussed in the meeting was an explanation from the DPR's Expert Board regarding the technicalities for making laws and plans to be prepared by Baleg.
"I think about quantity, we'll see. Because later, right, it was also stated that the factions would propose. There are also people from the community, maybe you want to propose, please. Enter the proposal so that later it will be accumulated to become a Prolegnas," Andreas said in front of the Legislative Room of the DPR RI, Senayan, Jakarta, Thursday, October 24.
The deputy chairman of Commission XIII of the DPR explained that in the law-making system there is an open Prolegnas and cumulative term. The cumulative open, said Andreas, opens the possibility that there is a law that needs to be prioritized to be discussed in the middle of a five-year or one-year journey in the future.
"It is included in the open cumulative. So, right, there is a Prolegnas cumulative which means five years running. There are also priorities in the year," he said.

Even so, Andreas revealed, there were a number of bills for the 2019-2024 period that were continued or passed down to be discussed in the 2024-2029 period. For example, he said, Commission X in the past period had prepared and would discuss the Tourism Act.
"The plan is to revise the Tourism Law. But because the period ends, it will be over-carryed into this period. Well, it is included in the inventory for discussion of the current period," said Andreas.
