PSBB Does Not Have To Be All Regions, It Must Have The Blessing Of The Central Government
JAKARTA - The Presidential Staff Office (KSP) stated that President Joko Widodo did not oblige all regions to propose a policy to determine the status of Large-Scale Social Restrictions (PSBB) in dealing with the COVID-19 outbreak.
"Not all regions can or must implement large-scale social restrictions," said Deputy for Political Communication for Information Dissemination Jury Ardiantoro at a press conference at Graha BNPB, East Jakarta, Wednesday, April 1.
The reason, said the jury, was that not all regions experienced an equal situation with the spread of the COVID-19 virus. Meanwhile, the stipulated PSBB status must be based on various considerations in accordance with Government Regulation Number 21 of 2020.
The considerations for determining the PSBB as referred to by the jury must be related to epidemiology, the magnitude of the threat, the effectiveness of the resource environment, operational techniques, political, social, economic, cultural, defense and security considerations.
"For example, the number of cases or deaths due to disease is increasing and spreading significantly and rapidly to several regions. Also, there is an epidemiological link with similar incidents in other regions or countries," he said.
Therefore, local governments who wish to determine the status of PSBB in their leadership areas must receive the blessing of the central government.
The mechanism is, each governor, regent, or mayor proposes the determination of the PSBB status to the Minister of Health. In responding to this proposal, the Minister of Health asked for the consideration of the Chairperson of the Task Force for the Acceleration of Handling COVID-19 Doni Monardo.
"The Task Force determines whether the area is intended to implement large-scale social restrictions or not," said the jury.
After receiving consideration from the Task Force, the Minister of Health then determined the regions proposed by the respective regional governments to have the status of PSBB or not.
"It is mandatory for local governments to implement the Minister of Health's decision that originates from the proposed implementation of the Task Force for the Acceleration of Handling COVID-19," he said.
In addition, the Chairperson of the Task Force for the Acceleration of Handling COVID-19, Doni Monardo, could also propose the determination of the PSBB status. Doni can propose to Minister of Health Terawan Agus Putranto to establish large-scale social restrictions in certain areas.
President Joko Widodo has set a PSBB policy and a Public Health Emergency status to deal with the spread of COVID-19 in Indonesia rather than taking a regional quarantine policy.
"The government determines the status of public health emergencies. To deal with the impact of the outbreak, I have decided in a cabinet meeting that the option we choose is large-scale social restrictions or PSBB," Jokowi said in a statement broadcast on the Presidential Secretariat YouTube account, Tuesday, March 31. .
The implementation of this PSBB policy has been based on Law Number 6 of 2018 concerning Health Quarantine. The explanation regarding PSBB is contained in Article 59 of Law Number 6/2018, as follows.
Article 59 (1) Large-scale Social Restrictions are part of the response to a Public Health Emergency. (2) Large-scale Social Restrictions aim to prevent the spread of an ongoing Public Health Emergency disease between people in a certain area. (3) Large-scale social restrictions as referred to referred to in paragraph (1) at least includes: a. school and work vacations; b.restriction of religious activities; and / or c. limitation of activities in public places or facilities (4) The implementation of large-scale social restrictions in coordination and cooperation with various related parties in accordance with the provisions of laws and regulations.
