3 Defendants Of Village Fund Corruption In Central Maluku Charged 4 Years In Prison

AMBON - Matheos Erbabley, Theo Hengky Aliputy, and Hengky Rumawagtine, three defendants in cases of suspected corruption of village funds and village fund allocation in Karlutukara, Central Maluku Regency, Maluku, were sentenced to four years in prison.

"Asking the panel of judges who examined and tried this case to legally and conclusively prove guilty," said public prosecutor Asmin Hamja quoted by Antara, Tuesday, April 6.

The defendants were also charged with paying a fine of Rp. 50 million, a subsidiary of one month in prison and compensation of Rp. 215 million for a subsidiary of six months in prison.

The prosecutor explained that Matheos Erbabley, the former king (village head) of Karlutukura, together with Village Secretary Hengky Rumawagtine and treasurer Theo Hengky Aliputy were charged with enriching themselves using DD-ADD for the 2015 Fiscal Year amounting to IDR215 million.

They were charged with committing illegal acts using DD and ADD without the support of evidence and no realization of activities or procurement of goods. The value is not in accordance with the realized price and is not in accordance with the Karlutukata State budget.

In the indictment, the prosecutor stated that in mid-June 2015, Karlutukara Village received ADD of Rp. 87.7 million and DD of Rp. 271 million, bringing the total to Rp. 360 million.

Furthermore, in 2016, Karlutukara again received DD of Rp. 608 million and ADD of Rp. 102 million so that a total of Rp. 711 million was disbursed gradually.

In 2015 the money was disbursed in three stages each 40 percent of the first and second stages, while 20 percent of the third stage.

Meanwhile in 2016, the distribution of DD was carried out in two stages, namely the first stage of 60 percent and the second stage of 40 percent.

The defendant Matheos unilaterally disbursed village funds without involving the state saniri agency, even though village funds had to be carried out in accordance with the deliberations.

This is known, because in 2015 and 2016 there were no minutes of deliberation between state government officials and state saniri officials of Karlutukara, Seram Utara Barat District.

The defendants argued that they had not trusted the section heads from each sector to manage DD so that only the treasurer and secretary were ordered to manage the funds to be spent on various activities.
