The National Police Revokes Telegrams To Prohibit Reporting On Arrogance Of Police Officers
JAKARTA - The National Police officially revokes the secret telegram (STR) regarding the prohibition of the media in carrying out reporting that contains violence or arrogance.
The revocation was based on another STR registered with number ST / 759 / IV / HUM.3.4.5. / 2021 and signed by the Head of Public Relations Division, Inspector General Argo Yuwono.
Referring to this STR, the lifting of the ban is based on four references. First, Law number 14 of 2008 concerning public information disclosure.
Second, referring to the Chief of Police Regulation (Perkap) number 6 of 2017 concerning the organizational structure and work procedures of organizational units at the National Police Headquarters level. Third, the regulation of the Indonesian Broadcasting Commission number 01 / P / KPI / 03/2012 concerning broadcasting behavior guidelines.
Lastly, referring to the telegram letter of the Head of the Indonesian National Police number ST / 750 / IV / HUM.3.4.5. / 2021 dated 5-4-2021 concerning the implementation of coverage containing violence and / or crimes in journalistic broadcast programs.
"ST Kapolri as reference number four above has been declared revoked or canceled," wrote the telegram as quoted by VOI, Tuesday, April 6.
While this was confirmed, Inspector General Argo Yuwono confirmed it. However, he did not explain in detail the reasons behind the lifting of the ban.
"Yes, that's right (the STR has been lifted from the media ban)," said Argo in his statement.
Previously it was reported that the National Police Chief, General Listyo Sigit Prabowo, published a secret telegram (STR) about the prohibition for the media to display or broadcast the arrogance of the police officers' efforts and actions.
The order registered with the number ST / 750 / IV / HUM.3.4.5. / 2021 was signed by the Head of Public Relations Division, Inspector General Argo Yuwono on behalf of the National Police Chief. This STR is a direction (Jukrah) for all levels of the police.
Karo Penmas, Police Public Relations Division, Brigadier General Rusdi Hartono, who was confirmed regarding the STR, confirmed it. But STR is specifically for the field of Public Relations across the ranks of the Police.
"The STR is aimed at the head of public relations, that is the direction and direction from the Headquarters to the region, only for internal purposes," said Brigadier General Rusdi.
The STR was issued, said Rusdi, to improve the performance of the National Police. So, the Police, especially in the field of public relations, will be more professional.
"The consideration is that the regional police's performance is getting better," he said.
The following contains 10 restrictions for media issued by the National Police Chief, General Listyo Sigit Prabowo;
1. The media are prohibited from broadcasting police efforts / actions that display arrogance and violence. Then he was advised to show strict but humanist police activities
2. Failure to present the recording of the police interrogation process and the investigation of the criminal suspect.
3. Not showing details of the reconstruction carried out by the police.
4. Not reporting in detail the re-investigation of the crime even though it is sourced from an authorized police official and / or court facts.
5. Do not broadcast reconstructions of rape and / or sexual crimes.
6. Disguise the faces and identities of victims of sexual crimes and their later families as well as the alleged perpetrators of sexual crimes and their families.
7. Not displaying explicit and detailed scenes and / or reconstructions of suicide and conveying the identity of the perpetrator.
8. Not showing scenes of brawls or fights in detail and repeatedly.
9. In an effort to arrest the perpetrators of the crime so that they do not bring the media, it is not allowed to broadcast live, then the documentation is carried out by competent INP personnel.
10. Does not provide an explicit and detailed description of how to create and activate explosives.
