Polda Kaltara Holds Competency Test, 134 Investigators Participate
North Kalimantan Deputy Chief of Police, Brigadier General Pol. Dr. Golkar Pangarso Rahardjo, SH., S.IK., MH., officially opened the Police Investigators and Assistant Investigators Competency Test for the 2024 Fiscal Year. The event took place in the Kayan Hall, Tarakan Plaza Building, Tarakan City, on Wednesday 9 October, which was attended by personnel from various police units in the ranks of the Kaltara Police.
In his remarks, Brigadier General Golkar Pangarso emphasized the importance of increasing professionalism and integrity of police investigators and assistant investigators. "This activity has a strategic meaning in our efforts to improve the quality of professional investigators, have integrity, and understand police duties in depth," said the Deputy Chief of Police.
A total of 134 participants took part in this competency test, consisting of 120 core participants and 14 reserve participants. The participants came from various units, including the Ditreskrimum, Ditreskrimsus, Ditresnarkoba, Ditpolairud, as well as several Polres in the Kaltara area such as the Tarakan, Bulungan, Nunukan, and Malinau Police.
Brigadier General Golkar also appreciated the performance of the Kaltara Regional Police in law enforcement during 2023-2024. "The success of uncovering various criminal acts is clear evidence of dedication that deserves appreciation," he added.
The Deputy Chief of Police reminded the importance of maintaining professionalism in every police action, especially related to negative issues such as violence in investigations and human rights violations. "The potential for human rights violations must be anticipated. Every investigator must comply with the rules of the National Police Chief Number 8 of 2009 concerning the implementation of human rights principles in the duties of the police," he said.
Furthermore, the Deputy Chief of Police also emphasized that the application of restorative justice (RJ) must be carried out in accordance with applicable regulations and not used as a formality. "The RJ process must meet the formal and material requirements, and must not be a place for transactions or abuse of authority," said Brigadier General Golkar.
The Deputy Chief of Police hopes that this activity can improve the competence of supporting investigators and investigators in facing the challenges of law enforcement in the future.
