Perbakin KTA Polemic Which Becomes The Identity Of The 'Abal-Abal' Shooter

JAKARTA - The Indonesian Shooting and Hunting Association has recently been in the spotlight because the shooting club member card was owned by Zakiah Aini, the perpetrator of the attack at the National Police Headquarters on Wednesday, March 31.

Most recently, the driver of the Fortuner car with the initials MFA committed a cowboy act by pulling out a gun after berating a motorcyclist at the Colonel Sugiono intersection, Duren Sawit, East Jakarta. Friday, April 2.

The MFA was immediately detained by investigators after being named a suspect in connection with gun ownership.

When confirmed, it turned out that both ZA and MFA were not members of Perbakin. Only joined in the Shooting Club Base 'which had been disbanded by Perbakin.

"It is not KTA Perbakin, but KTA as a member of the Shooting Club Base under the DKI Jakarta Provincial management and as far as I know it has been disbanded. So the KTA is fake," said General Chairman of the Indonesian Shooting and Hunting Association (PB Perbakin), Lieutenant General of the TNI Joni Supriyanto, in his statement, Thursday, April 1.

What is the difference with Perbakin Official Members?

The General Chairperson of the Indonesian Shooting Target and Hunting Association (PB Perbakin), Lieutenant General TNI Joni Supriyanto, explained, as with the AD / ART PB Perbakin 2019, KTA shooting clubs are not allowed to use the Perbakin logo, only use the club logo.

Joni who also serves as the Head of the TNI's Strategic Intelligence Agency (Kabais) said PB Perbakin has strict rules and applies strong discipline to all members.

This is of course to be able to realize Perbakin as an organization with professional governance and to produce shooting athletes with international achievements in a sustainable and independent manner.

"Of course, to become a member of PB Perbakin, each individual must be registered in a shooting club under the auspices of district / city / provincial administrators who have passed and have shooting certification according to their field," he concluded.

Meanwhile, PB Perbakin Advisory Board, Bambang Soesatyo, said that based on the circulating membership cards, according to Bamsoet, terrorists are members of the airsoft gun shooter community.

"KTA is the membership of the airsoft gun shooting club. And the base of the shooting club is no longer registered in the DKI Perbakin Province Pengprov" he added.

Furthermore, Bamsoet also explained that to become a member of Perbakin, you must take a series of rigorous tests and expertise. Every member who has been registered as a member, there are three types of codes on the card.

First TS is target shooting. The second TR is a reaction shot, and the third is code B, which is hunting.

"To become a member of Perbakin, you must take part in an upgrading and skill test," he explained.

Requirements / Procedures for Becoming a Perbakin Member

- Prospective members must first become members of the official Perbakin shooting club or at least be registered in one of the clubs under Perbakin.

- After having a Membership Card (KTA) ask for a letter of recommendation from the club chairman to become a member of Perbakin.

- After getting a letter of recommendation, fill in the KTA application form signed by the applicant concerned and known and signed by the Chairman of the Club, the Head of Regency / City Government and the Chairman of the Perbakin Prov.

- Completion of the KTA Application Form must be typed, not handwritten

- Attach a photo copy of KTP according to a valid domicile.

- Attach a recent photograph in color with a Red background, 4 pieces of 3x4 size and 4 pieces of 4x4 photo. Attach a health certificate from the doctor.

- Especially for candidates for the Target Shooting Field, the person concerned must be active as a shooting athlete and at least have participated in a championship at the provincial level as evidenced by attaching

the result of the match or he is a Member of the PB Management.

- Perbakin / Pengprov / Pengkab / Pengkot or club by attaching a Management Decree.

- Particularly for prospective members of the Hunting Field, the person concerned has taken Basic Hunting Training / Training as evidenced by attaching a photocopy of the Hunting Basic Training Certificate.

- Specifically for candidate members of the Reaction Shoot Field, the concerned has attended Reaction Shoot Training as evidenced by attaching a photocopy of the Reaction Shoot Training Certificate

- Prospective members pay for the administration that has been determined by each Pengcab and Club.

Weapons for Self-Defense not Arrogance

The Chairman of the Indonesian People's Consultative Assembly, Bambang Soesatyo, who is also the Chairman of the Association of Special Self Defense Firearms Permits (PERIKSHA), said that in an effort to protect themselves, people are allowed to own firearms with strict conditions.

Ownership of firearms is specifically for self-defense and not to replace the functions and duties of law enforcement officers.

"Self-defense firearms are a means of self-protection which requires the owner to have a special permit. To have this special permit is not arbitrary. Must meet various conditions and requirements, including undergoing a series of examinations, both in administration, physical and mental health, and shooting skills. The possession of weapons is not for pretense or arrogance, "said Bamsoet in his statement on Sunday, February 21.

The chairman of the 20th DPR added that a series of firearm ownership tests is important to prevent the misuse of firearms. In addition, ensuring that the owner of a firearm license is not only able to use a firearm wisely, but also in accordance with the prevailing laws and regulations.

The General Chair of the Indonesian Motor Association (IMI) explained that PERIKSHA has a mission to provide an understanding of the rights and obligations regarding the ownership of martial arts firearms to its members.
