Losing PDAM In Bali Hundreds Of Millions, Water Sellers Become Corruption Suspects

BADUNG - The Badung District Attorney (Kejari), Bali, has named a water seller with the initials IWM as a suspect in the alleged criminal act of alleged corruption in the implementation of the drinking water supply system (SPAM) of the Tirta Mangutama Regional Drinking Water Company (PDAM), in Pecatu Village, South Kuta District, Badung Regency, Bali.

"The special criminal investigation team of the Badung District Attorney has named IWM as a suspect and then continued with 20 days of detention at the Class IIA Kerobokan Prison, Bali," said Head of the Badung District Attorney's Office (Kejari) Sutrisno Margi Utomo, Monday, October 7.

The disclosure of the alleged corruption case began with complaints from the public where there were difficulties and scarcity of clean water supply and could not take advantage of the provision of clean water for daily needs by PDAM customers Tirta Mangutama.

The Badung Kejari Team conducted an investigation and found out one of the causes of difficulties and scarcity of clean water supply.

The suspect IWM installed a water connection illegally on the SPAM and used it to sell it to the public and cost PDAM Tirta Mangutama finances.

In this case, initially the suspect IWM applied as a PDAM customer Tirta Mangutama in 2017 to install a new connection for water services, not at the location of the land or parcel in the residence where the customer ID Number 070210017008 was previously installed.

Installation is carried out on other land or parcels in the form of vacant land that is not the ownership of the suspect IWM. The suspect used it for clean water sales business activities around Pecatu Village and Ungasan Village, in Badung Regency, Bali.

After that, PDAM Tirta Mangutama Kuta unit issued a customer ID named suspect IWM in 2017, with the qualification of the type of household customer A2 not in accordance with the use or designation of water sales business activities carried out by IWM suspects in the group and types of drinking water customers which should include the type of small commercial customer of E1 goal.

Then, the suspect IWM made an illegal connection since 2018 using a mixture before water meter through a 1/2-inch pipe flowed into his own container tub which was built itself with a length of 5 meters, a width of 3 meters, a height or a depth of 4 meters without a water control valve so that water flowed into the reservoir continuously for 24 hours.

As a result, the distribution flow of drinking water to customers or people along the distribution pipeline becomes disrupted and the difficulty of clean water.

"Then, it is used in addition to being consumed alone, it is also sold to families and the surrounding community, through a tank truck taken from its container tub by pumping into its tank car as many as three units and sent or distributed to buyers at a number of locations in Pecatu Village," he added.

This caused no payment for the use of illegal connections made by the suspect IWM at SPAM PDAM Tirta Mangutama which was used to be sold to the public, and caused losses to PDAM Tirta Mangutama's finances, which included the Regional Original Income Source (PAD) of Badung Regency.

Based on the report of a public accountant, the calculation of state financial losses for alleged corruption in the implementation of SPAM PDAM Tirta Mangutama against the law in Pecatu Village, amounting to Rp967,261,931.00.

"Currently, investigators are still developing this case and there is a possibility that other parties besides the suspect will participate or be responsible in this case," he said.

The suspect IWM is suspected of violating the Corruption Eradication Law.
