Wow, Anies Baswedan Turns Out To Have Budgeted Rp. 123.5 Billion For Information Technology Equipment Without Item Details
JAKARTA - In the 2021 APBD budgeting, DKI Jakarta Governor Anies Baswedan disbursed a budget of IDR 123.5 billion for the purchase of information technology devices.
This was revealed by the Jakarta DPRD PSI faction. PSI sees this budgeting from the Smart Budgeting system. This budget is included in the Jakarta Smart City Management Unit of the DKI Jakarta Provincial Government.
William Aditya Sarana, a member of the PSI faction at the DPRD of DKI, explained that the budget was divided into two types, namely Rp29.1 billion for server procurement and Rp94.4 billion for analytic systems.
Unfortunately, William said, there were no details regarding what equipment the tender procurement was currently being carried out.
"Currently, the tender for the procurement of information technology worth Rp123.5 billion has only begun. However, the Smart Budgeting system only provides access to logs that are not detailed, "William said in his statement, Friday, April 2.
Starting from the 2021 APBD, Anies replaced the e-budgeting system with a new system called 'Smart Budgeting'. However, if Jakarta residents want to view budget data, they must register to get a username and password.
William said that the DPRD has access to enter the page. After it was opened, it turned out that there were no details on its components, so we could only see the log budget.
"The citizens of Jakarta cannot know what items to buy, and cannot judge whether the specifications are right and the price is reasonable. If there is nothing to hide, then Pak Anies should not need to be allergic to open budget data down to component details," he said.
According to William, in the e-budgeting system created by the former governor, namely Basuki Tjahaja Purnama (Ahok), Jakarta residents can access the website without a password.
In addition, residents can see up to the details of the budget, such as specifications of goods, quantity of goods, and unit prices. This is useful so that the citizens of Jakarta can participate in supervising the tender for the procurement of goods and services by the government.
Therefore, Willam urged Anies to open budget data so that Jakarta residents could participate in supervising the tender process.
"In the DKI Pemprov there are tens of thousands of budget items, it is impossible for a governor to be able to observe one by one. If there is transparency in the e-budgeting system down to the level of component detail, the governor can collaborate with the public to oversee the use of the budget," he concluded.
