Not Wanting To Be Abandoned, The DPRD Asks The DKI Provincial Government To Arrange A Post-IKN Central Government Asset Management Plan

JAKARTA - DKI Jakarta DPRD member Ismail asked the DKI Provincial Government to start planning the concept of managing central government assets that will be abandoned when governance has officially moved from Jakarta to the capital city of Nusantara (IKN), East Kalimantan.

Until now, the central government has not donated assets such as buildings that will be vacated after the IKN transfer. However, according to Ismail, there is nothing wrong with the DKI Provincial Government making a macro plan for the management.

Before talking about which assets can be managed, it must be understood first, what is the concept of building Jakarta in the future. Because from there we can consider managing existing assets, including those inherited from the central government," said Ismail in his statement, Tuesday, September 17.

After leaving the status of the capital city, Jakarta is projected to be a global city.

Therefore, Ismail emphasized that the assets of the central government that can be managed by the DKI Jakarta Provincial Government will have to provide more value for increasing regional income.

Given, if not maximized, there is concern that the assets inherited by the central government will be neglected.

"I think it's true that instead of being a stalled or unemployed building, the DKI Jakarta Provincial Government should look at it to optimize it," said Ismail.

"But once again it's not just using. But this should not be separated from the grand design of how we build Jakarta after it is no longer the capital of the country," he continued.

Previously, the Head of the DKI Jakarta Cipta Karya, Land and Spatial Planning (Citata) Heru Hermawanto explained the fate of central government-owned buildings after the capital moved from Jakarta to the archipelago.

When the capital city is officially moved, buildings and central government offices are clearly vacated. Therefore, the government plans to open up space to lease abandoned buildings to private companies.

"Later, there will be some government assets that will be abandoned. The government wants that it can be optimized for use. For offices, for example," Heru told reporters, some time ago.

Along with that, the DKI Provincial Government has revised the rules regarding the zoning spatial planning (RDTR) in Jakarta. In the old rules, the spatial layout is quite saklek. For example, the government zone is prohibited from being used for activities other than government.

When the capital city will be moved to Nusantara, Kalitim, the provincial government will follow up on the direction of the central government by setting the zone for offices.

"In the past, our RDTR said that all government zoning was red and nothing could be done. We were asked by the Ministry of Finance to compile from the red zone the government to become an office office, so it was more neutral," said Heru.

However, Heru continued, when Jakarta was no longer the capital city, the management of these buildings was still held by the central government.

"The assets are still the central government, unless donated. However, the government wants it to be optimized, to be utilized. What is clear is that the manager is still the central government," he explained.

The DKI Provincial Government has formed a small team to discuss spatial planning after it is no longer an IKN. The DKI Provincial Government is a support team that prepares spatial data before and after the transfer of IKN.

The formation of the small team was initiated when the Acting Governor of DKI Heru Budi Hartono held a meeting with the Minister of National Development Planning (PPN/Bappenas) Suharso Monoarfa at DKI Jakarta City Hall in November 2022.
