Discussing Social Issues Of Border Economy In Dissertation, Governor Of Kaltara Achieves Doctoral Degree

MAKASSAR Governor of North Kalimantan (Kaltara) Zainal Arifin Paliwang received a very satisfying Predicate at the Doctoral Promotion Open Examination at the Public Administration Study Program, Hasanuddin University (Unhas) Makassar.

The governor in his dissertation carries the theme 'Model Collaborative Policy Innovation in Social Development of Community Economy in the Coastal Area of the Border Area in North Kalimantan Regency'.

This Doctoral Promotion Open Examination was led directly by the Rector of Unhas, Prof. Jamaluddin Jampa who is also the Chair of the Promotor, with promoter Prof. Akmal Ibrahim and co promoter Prof Tahir Haning.

"It is the government's effort to collaborate with entrepreneurs, farmers and related agencies to be able to work together and strive to increase the productivity of this seaweed production," said the Governor.

Although Kaltara seaweed production is quite large, it is almost 4 to 5 tons a month, but this must be supported by the efforts of the local government to provide good seeds. And must prepare a place for potential seed advantage in Kaltara.

The governor said that so far, seaweed seeds have been taken from outside Kaltara. The hope is that in the future the largest seaweed production and better quality will be carried out in Kaltara.

In his dissertation presentation attracted the interest of the Unhas professors, Governor Zainal said that the results of the Collaboration were very important based on Emerson's Collaborative Dynamic theory (2012) model, which was originally three, namely shared commitment, joint motivation and capacity for joint action.

He stressed that there was one element developed, namely "communication problem" in the 3 dimensions conveyed by Emerson. So with the results of this study, we will add another 1 dimensional, namely the dimension of the vector communication problem.

"All of that can be built when there is the best communication between stakeholders, seaweed farmers, investors and the government there must be communication," he said.

Like the problem of coordinating experiences in the field for years, the problem of coordination is easy to say but the implementation has obstacles due to poor communication.

"There are many issues that we raise for research, but what is the focus here is because I visited the factory factory for seaweed exports from Kaltara several times, so this is what I appointed to be a dissertation," he explained.

"This success is not only a personal achievement but is expected to be an inspiration for other State Civil Apparatus (ASN) in increasing competence and contribution to regional development," he explained.
