Electronic Ticketing, East Java Regional Police Prepares The INCAR Application To Detect Riders Not Wearing Helmets
SURABAYA - The East Java Regional Police has an innovation related to electronic ticketing with the Integrated Node Capture Attitude Record (INCAR) Application. This innovation is the result of the development of a more dynamic E-TLE in monitoring traffic violations.
The East Java Regional Traffic Police Director, Kombes Latif Usman, said the INCAR application was able to reach road sections that had not been equipped with an E-TLE system so far. This system will later be installed in the Traffic Police patrol car, which can record all types of violations.
"Apart from being able to detect car offenders, we are also able to recognize violations of motorbikes without helmets or other traffic offenders", said Latif at the East Java Regional Police Headquarters in Surabaya, Tuesday, March 23.
According to Latif, the INCAR application is currently being developed before being launched. Later the application will also be equipped with a violation detector for motorists who go against the flow, offenders who use cellphones while driving.
This includes detecting car drivers who exceed the speed limit, to vehicles that do not extend their vehicle registration.
It will also be equipped with facial recognition features and identification of police numbers, and the system is even able to detect the driver. Integrated with E-TLE, violations will be recorded and verified through the system, so there is no need to interact with stopping the offender's vehicle.
"Hopefully this system can reduce the number of traffic violations and reduce the accident rate", said Latif.
Also, the East Java Regional Police installed 55 Electronic Traffic Law Enforcement (E-TLE) points in its area. The number of points in East Java is the highest compared to 12 Polda throughout Indonesia which launched an electronic ticketing system today.
An electronic ticket or Electronic Traffic Law Enforcement (E-TLE) was officially launched simultaneously at 12 Regional Police online. There are about 244 points where E-TLE cameras are located in the 12 Regional Police.
The details are Jakarta Metro Police as many as 98 points, Riau Regional Police 5 points, East Java Regional Polic 55 points, Central Java Regional Police 10 points, South Sulawesi Regional Police 16 points.
Then West Java Regional Police 21 points, Jambi Regional Police 8 points, West Sumatra Regional Police 10 points, DIY Regional Police 4 points, Lampung Regional Police 5 points, North Sulawesi Regional Police 11 points, and Banten Regional Police 1 point.
"Until now, the E-TLE has been installed at 39 points in Surabaya, and has been implemented since early January 2020", said Head of Public Relations of the East Java Regional Police, Kombes Gatot Repli Handoko.
Currently, said Gatot, the East Java Police Traffic Directorate continues to develop the electronic ticket. The newest innovation is INCAR (Integrated Node Capture Attitude Record), which will be launched soon.
Gatot said that this application was the result of the development of an E-TLE or electronic ticket, which is more static in monitoring traffic violators.
"This INCAR device will later be installed in the Traffic car, and can record all types of violations and be able to detect the rider", he said.
According to Gatot, INCAR is quite sophisticated and can detect the faces and license plates of every vehicle. Then this data will be sent by the system so that the offender will receive when and where the violation was committed.
"So, with INCAR, everything will be monitored on all roads in East Java, and able to detect vehicles violating traffic", said Gatot.
