Good Signal PJ West Java Governor, Bogor City DPRD Continues To Fight For The Pinjol Regional Regulation
BOGOR - The Bogor City DPRD Plan in fighting for the ratification of the Draft Regional Regulation (Raperda) of Bogor City concerning the Prevention and Protection of the Community from the Impact of Illegal Loans or what is often called Pinjol, received a positive response from the Acting Governor of West Java, Bey Machmudin.
This is because previously the application for Raperda Pinjol from the Bogor City DPRD was rejected by the legal section of the West Java Provincial Government.
Bey said the government must be present to solve the problem of online loans that have a correlation with online gambling cases. From the information he received, many online gamblers get money to gamble from online loans.
"So they played less money, they were offered a loan. So the bill was not from online gambling, but online loans," said Bey, when he was present at Bogor City Hall, last Wednesday.
Thus, he said openly that the West Java Provincial Government would hold a re-discussion regarding the application of the Pinjol Regional Regulation which was submitted by the Bogor City DPRD in 2024.
"I agree that there must be joint efforts and we with 2024, the Bogor City DPRD proposed a Raperda on online loans. That's why let's discuss judol together," he explained.
On that occasion, Bey also revealed that he would help the Bogor City Government to be able to obtain data related to online gambling cases from the Financial Transaction Reports and Analysis Center (PPATK).
"We will help ask PPATK for data later. Regarding online gambling, please be careful because we don't know on the left, right, front, and back, someone is playing, because this is already very contagious," he said.
Responding to the signal of support from the Acting Governor, Chairman of the Bogor City DPRD, Atang Trisnanto said that the Bogor City DPRD would be even more enthusiastic to re-submit the ratification of the Pinjol Raperda.
"Alhamdulillah, this is a very good response from the Acting Governor. See clearly the problems and how the Regional Government also provides solutions. This support will certainly increase our enthusiasm for the Bogor City DPRD to re-propose the ratification of the Pinjol Raperda," explained Atang.
Previously, at the end of last June, Atang Trisnanto stated that the Bogor City DPRD would seek an appeal against the disapproval of the West Java Provincial Legal Section of the Raperda for the Prevention and Protection of the Community from the Impact of Illegal Loans or what is often called Pinjol.
He conveyed this in the seminar "Islamic Solutions to Overcome Pinjol" organized by the Bogor City Orda ICMI in the Plenary Room of the Bogor City DPRD building, Saturday, June 29, 2024.
"God willing, we will make an appeal. The results of this ICMI discussion answered philosophically and juridically about the record of rejection given by the West Java Provincial Government against the Pinjol Raperda. We will collect recommendation records from experts and academics so that the Raperda which was completed in July 2023 can be ratified", explained Atang.
The phenomenon of the rise of loans and judol is suspected to be the cause of social and economic problems faced by the community, especially the city of Bogor. Not a few cases of divorce, acts of domestic violence, to criminalities occur due to borrowing and judol problems.
In the ICMI discussion, Atang revealed that there are four points that can be carried out by the Central Government and the Bogor City Government to overcome the loan. The first is the giving of strict penalties to providers and lenders as the root of problems by the Central Government.
"Secondly, the Bogor City Government functions the role of Perumda Bank Kota Bogor as one of the providers of legal loan services for the people of Bogor City. On the other hand, it is also necessary to develop microfinance institutions that are community or regional-based," said Atang.
Third, Atang conveyed the importance of the government's presence in increasing public literacy by providing education and socialization related to borrowing, illegal credit, illegal cooperatives and financial knowledge.
Then, finally, Atang emphasized that the Bogor City government in the future needs to strengthen the economy among residents. This is because the problem of borrowing arises because people are unable to meet their daily needs due to the lack of income.
"Dorong new economic centers, tourist destinations, superior products per region, and absorption of local MSME products by the government and MICE business actors in Bogor City," he concluded.
