JAKARTA - The panel of judges asked the team of public prosecutors to bring Habib Rizieq Shihab into the courtroom at Bareskrim Polri. This was after the reading of the indictments in the Petamburan and Megamendung crowd cases had been read out.

"The prosecutors please present the defendant in the room. We want to hear a response to this indictment," said Chief Judge Suparman Nyompa, Friday, March 19.

Prosecutors at the National Police Criminal Investigation Unit immediately met Rizieq at the Police Bareskrim detention cell. However, the prosecutor could not bring Rizieq to his presence because he was praying.

"We are trying to bring it back to trial. We tell you that the defendant is praying," said the prosecutor in the Criminal Police courtroom.

The judge decided to wait for Rizieq to pray. "Okay, we'll wait. While waiting for the trial we will be suspended for 10 minutes," said Judge Suparman.

In the indictment, Rizieq Shihab's offense first arrived in Indonesia on November 10, 2020. Rizieq Shihab, who had just arrived in Indonesia from Saudi Arabia, was supposed to undergo independent quarantine for 14 days.

However, Rizieq Shihab did not do it. Two days after arriving in Indonesia, Rizieq Shihab actually attended the groundbreaking ceremony for the construction of the Markaz Syariah Agro-cultural Islamic Boarding School.

The Bogor Regency Government, through Satpol PP, who already knew about the existence of this activity, appealed to the surrounding community not to get involved. The district government put up an appeal banner.

However, Rizieq Shihab ignored the appeal. Without obtaining a permit from the Bogor Regency COVID-19 Task Force the event was held

In this case, Rizieq Shihab was charged with violating Article 93 of Law Number 6 of 2018 concerning Health Quarantine in conjunction with Article 14 paragraph (1) of Law Number 4 of 1984 concerning Outbreaks of Infectious Diseases in conjunction with Article 216 paragraph (1) of the Criminal Code.
