Tepis Kabar Surplus, The Managing Director Of BPJS Kesehatan Opens Up At The DPR With A Loss Of Rp. 6.3 Trillion
JAKARTA - The President Director of the Social Security Management Agency (BPJS) for Health, Ali Ghufron Mukti, stated firmly that the institution he led did not experience a surplus of IDR 18.7 trillion at the end of 2020, as was widely perceived so far.
According to him, the Rp.18.7 trillion figure was formed from the cash position calculated at the closing of the book for the last year period.
“The surplus is actually a cash flow. Because often misperceptions and think that this is really a surplus. In fact, there are obligations that have not been fulfilled, ”he said in a working meeting with Commission IX of the DPR-RI at the Senayan Parliament Complex, Jakarta, Wednesday, March 17.
Ali added, a number of obligations that have not been fulfilled by BPJS Kesehatan, among them are incurred but not reported (IBNR).
IBNR itself is a type of claim that has occurred but has not been reported to the insurance company.
"So there has been an incident of service at the hospital but it has not been claimed to BPJS Kesehatan," he said.
He calculated, the outstanding claims from a number of health facilities that have not been fulfilled by the social safety net type institution reached IDR 25 trillion.
"This means that if it has not been implemented, it means there are obligations and debts. If these obligations and debts are carried out, we will not have a surplus but minus IDR 6.3 trillion, ”he said.
Furthermore, Ali explained that if BPJS Kesehatan really wants to achieve a level of financial surplus, then this state-owned company must have additional funds of around a dozen trillion more.
"At least to get a surplus according to the minimum limit, there must be Rp. 13.93 trillion again. So, this is an estimate to pay claims in the next 1.5 months with no arrears, ”he explained.
For information, the previous BPJS Kesehatan management stated that the financial condition at the end of 2020 did not suffer losses like the previous years. Even the cash position was at IDR 18.7 trillion.
"At the end of our team's year of service in 2020, there will be no default on health service claims," said former Managing Director of BPJS Kesehatan, Fachmi Idris on February 8.
According to Fahmi, the improvement in financial performance is inseparable from the role of the government in injecting fresh funds into the company as well as being supported by the increase in participant contributions.
