KPK-South Sulawesi Provincial Government Signs An Agreement To Prevent Corruption

MAKASSAR - The Corruption Eradication Commission and the South Sulawesi Provincial Government (Sulsel) signed a memorandum of understanding on an anti-corruption action plan.

"I remind you again, that the challenge of the Government Internal Supervisory Apparatus (APIP) in guarding local governance during the COVID-19 pandemic is very heavy. Therefore, there must be a strong commitment from all ranks of the South Sulawesi Provincial Government," said KPK Deputy Chair, Lili. Pintauli Siregar during a coordination and supervision meeting at the South Sulawesi Governor's office, Makassar City, quoted by Antara, Tuesday, March 16.

In the memorandum of understanding, there were five points of commitment agreed upon. First, implement the Monitoring Center for Prevention (MCP) consistently and substantially. Second, building an integrated public complaint system through the development of a Whistleblowing System (WBS).

Third, implementing Governor Regulation number 75 of 2020 concerning Guidelines for Handling Conflict of Interest. Fourth, carry out activities to handle COVID-19 and the National Economic Recovery Program (PEN) in an accountable and corruption-free manner.

Fifth, implement the action plan in the integrated corruption eradication program in a consistent and sustainable manner.

Meanwhile, Acting (Plt) Governor of South Sulawesi, Andi Sudirman Sulaiman said that his party is ready to carry out the joint commitment of the KPK including all levels of the State Civil Apparatus (ASN) in terms of preventing and eradicating corruption.

"We will emphasize improvements in the procurement of goods and services sector, financial planning, human resources systems which include the merit system and quality of ASN, as well as make improvements and control of regional assets," said Sudirman.

From the KPK data as of December 2020, the total score of governance implementation in the South Sulawesi Provincial Government, which is covered by the MCP application system, is 70.64 percent, down from 2019 with 90 percent. From this score, the South Sulawesi Provincial Government is ranked 19 out of 25 Regional Governments in South Sulawesi.

Regarding the awareness of the submission of the State Administrators Asset Report (LHKPN), data as of March 11, 2021, shows that LHKPN reporting within the South Sulawesi Provincial Government is still low with 32 percent of the achievement.

This is an important task for the South Sulawesi Provincial Government, considering that the LHKPN is an instrument for preventing corruption for public officials.

Meanwhile, the Merit Index in South Sulawesi Province won a good predicate. However, the KPK still received complaints that there were allegations of irregularities in the appointment of 193 officials, dismissal of officials, and poor management of ASN within the South Sulawesi Provincial Government.
