Anies Has Long Changed The Income Requirements For 'Rumah DP Rp.0' Owner From IDR 7 Million To IDR 14 Million

JAKARTA - The Governor of DKI Jakarta Anies Baswedan changed one of the conditions for ownership of Rumah DP Rp.0. Initially, the income requirement for a family that was allowed to occupy a housing unit without a down payment (DP) was IDR 7 million per month.

However, in the proposed amendment to the regional medium-term development plan (RPJMD), DKI Anies increased the nominal income of parties who may apply for DP homeownership by IDR 0 to around IDR 14 million per month.

This was confirmed by the Head of the DKI Jakarta Public Housing and Settlement Area Office, Sarjoko. In fact, said Sarjoko, Anies had long changed these conditions by issuing a related governor's decree.

"The change has been a long time ago. It is in the governorship. The highest income limit for DP program recipients is IDR 0, from IDR 7 million to IDR 14.8 million", said Sarjoko on Sunday, March 14.

Sarjoko said the reason for loosening the minimum income limit for DKI residents who want to own apartment units is to increase the target market. Thus, more private companies want to work together to build Rumah DP Rp.0 in other locations.

Also, Anies cut the target of building a simple flat owned by him in which there is a Rumah DP Rp.0, from the initial 232,214 units to 10,460 units.

The reason is because of the COVID-19 pandemic. DKI realized that it could not achieve as many residential ownership targets as promised when Anies first took office. Moreover, a lot of the budget has been spent on handling the pandemic.

"We are making adjustments because of the COVID-19 pandemic. The capacity of the DKI Jakarta Provincial Government's budget has been corrected", he said.

Halting

In fact, before the COVID-19 pandemic, the progress of the number of DP housing units sold at IDR 0 was also faltering. Since the launch of the Rumah DP Rp.0 in Pondok Kelapa, East Jakarta from 2018 to November 2020, only 514 units have been sold.

Then, as of March 5, the Rumah DP Rp.0 in Pondok Kelapa has just sold 599 units of the 780 housing units provided. In fact, 37,405 applicants are interested in staying there. Unfortunately, many of them do not pass bank verification.

Furthermore, the Rumah DP Rp.0 in collaboration with BUMN Perumnas (State-Owned Corporation) in Bandar Kemayoran has only sold 38 units and Sentraland Cengkareng has only sold 44 units.

However, the construction of Rumah DP Rp.0 in another location continued. "We are currently working on expanding the provision of housing for the zero rupiah DP program by several private developers", said Sarjoko.

Difficult to realize

Former DKI Governor Basuki Tjahaja Purnama also opened his voice to see the problems in Anies' champion program during the 2017 DKI election governor campaign. Ahok said the Rumah DP Rp.0 program was not suitable for the underprivileged residents of DKI Jakarta. Namely for residents whose income is still below the provincial minimum wage.

"The problem is people with UMP salaries. Moreover, those below (UMP) will not be able to pay the installments. Not to mention paying monthly maintenance fees", Ahok told VOI.

"That's why I always say, there must be a flat that does not need to be purchased, but can be lived in for life and can be passed on to another child (1 level). It can only be returned to the Regional Government if you no longer want to live in the flat because it is already can buy elsewhere", he continued.

If DKI chooses to keep building houses to sell, Ahok is worried that Jakarta will run out of land. Moreover, there is less and less land in Jakarta.

"Later, our land will not be sufficient if we continue to sell it with subsidies. The subsidy must be for the poor and those whose income cannot afford it. But it is not only owned by the right to live for life and children/in-laws may continue", he added.
