Anies Still To Continues The Rumah DP Rp.0 Program Even Though There Is A Traffic And There Are Allegations Of Corruption
JAKARTA - Allegations of corruption in the purchase of land for the Jakarta Provincial Government's Rumah DP Rp.0 have added to the chaos of problems in the mainstay program of DKI Jakarta Governor Anies Baswedan since the campaign period for the DKI Jakarta Governor Election.
However, it turns out that Anies will continue to build a house ownership program called the Solusi Rumah Warga (Samawa). This was confirmed by the Head of the DKI Jakarta Regional Owned Enterprise Development Agency (BP BUMD) Riyadi.
"Yes, keep going. There is no problem. The program does not depend on the people there. Keep going. The program is not interrupted", Riyadi said on Monday, March 8.
In fact, he said, land procurement for cheap houses is continuing. It's just that the land acquisition has not been carried out because it is waiting for the budget to be disbursed.
"Yes, there is more, but the regional capital participation has not been disbursed, it is still in process. The location is exactly what it is in Sarana Jaya", Riyadi said.
There are several chaoses in the running of the Rumah DP Rp.0 program. In February 2020, the Head of the DKI Jakarta Public Housing and Settlement Area Office Kelik Indriyanto resigned from his post. The reason is that the construction and several recipient units are still far from the target.
During Anies' more than three years of leadership, this program has not gone well. The realization of new housing was built in one location in the Pondok Kelapa area, East Jakarta.
Based on data from the DKI Housing Agency as of November 9, 2020, the DKI Jakarta Provincial Government has only distributed homeownership credit (KPR) for the Rumah DP Rp.0 program to 514 registered residents.
In fact, the target of Rumah DP Rp.0 that must be built during the leadership of DKI Jakarta Governor Anies Baswedan is 232,214 units. In fact, the number of applicants for the Rumah DP Rp.0 is quite high. Unfortunately, many applicants do not pass the verification.
On average, they fail to qualify to have a Rumah DP Rp.0 because they are stuck in file verification at Bank DKI. Even though the monthly salary has passed the requirements, namely IDR 4-7 million per month, it turns out that other installments are burdensome. It is feared that the prospective owner will not be able to pay in installments regularly.
Chairman of the PDIP faction at the DPRD DKI (Regional House of Representatives), Gembong Warsono, assessed that the housing ownership program for residents who are the mainstay of the DKI Governor Anies Baswedan is indeed problematic.
"From the start, the zero DP was problematic. From the start, we always said that the Rumah DP Rp.0 program was difficult to implement in the field. Why is it difficult? Because it involves regulations. This zero DP is not a single policy. Not only the governor's policy but there are others. Banking for example", said Gembong when contacted.
Until finally the KPK named Yoory as a suspect in the alleged corruption in the purchase of land for the Rumah DP Rp.0. Now, Yoory has been deactivated from his position as Managing Director of BUMD Pembangunan Sarana Jaya.
According to Gembong, the case of alleged corruption of the land for the Rumah DP Rp.0 shows that Anies must clean up. He must evaluate the program that has become a mainstay since the 2017 DKI governor election campaign period.
"This is DKI's responsibility for an in-depth evaluation. However, this is included in the RPJMD (Regional Long Term Development Plan) that must be done. If there is this case, DKI will definitely conduct a detailed evaluation of the problem", explained Gembong.
