Five Provinces Receive EPPD Awards From The Ministry Of Home Affairs

JAKARTA - The West Java Provincial Government received an Evaluation Award for the Implementation of Regional Government (EPPD) with High Performance status from the Ministry of Home Affairs (Kemendagri).

West Java is one of five high-performance provinces with an EPPD score of 3.6485.

Apart from West Java, another province that received a similar certificate of appreciation, namely East Java, with a score of 3.6970, has the status of High Performance.

Furthermore, Central Java with a score of 3.6791, also has a High Performance status. Then, DKI Jakarta has a score of 3.6560 High Performance status. Finally, DI Yogyakarta achieved a score of 3.5353 with a High Performance status.

This predicate is pinned based on the Decree of the Minister of Home Affairs number 100.2.1.7-6646 of the Year 2023 concerning National EPPD Results in 2023 Based on the Provincial and Regency/City Regional Government Implementation Report (LPPD) in 2022 in Five Provinces, 10 Cities, and 14 Regencies with the Highest Presidential Regulation Nationally.

Acting Governor of West Java, Bey Machmudin, received a direct award from the Minister of Home Affairs Tito Karnavian.

In addition, there are two district governments in West Java that received certificates of the EPPD award with High Performance, namely Indramayu Regency with a score of 3.5426 and Sumedang Regency with a score of 3.5391.

On this year's commemoration of Regional Autonomy Day, there were also two regional heads in West Java who received the Satyalancana Karya Bhakti Praja Nugraha based on the decision of the President of the Republic of Indonesia.

This badge is given to regional heads once in a lifetime for achievements in organizing local governments.

The two regional heads are Dony Ahmad Munir as Regent of Sumedang for the 2018-2023 period and Bima Arya Sugiarto as Mayor of Bogor for the 2019-2024 period.

According to Minister of Home Affairs Tito Karnavian, regional autonomy is designed to achieve two main goals, namely welfare and democracy.

This is as regulated in Law Number 23 of 2014 concerning Regional Government, which is based on the basic principles contained in Article 18 of the 1945 Constitution, that regional autonomy is the right, authority, and obligation of autonomous regions to regulate and take care of government affairs and the interests of the local community in the NKRI system.

Tito explained that in terms of welfare goals, decentralization is directed to provide public services for the community effectively, efficiently, and economically.

"Through various government policy innovations that emphasize the regional peculiarities concerned (indiginous development) and the use of potential natural resources that are wise and sustainable," said Tito Karnavian.

"Meanwhile, in terms of democratic goals, decentralization policies become instruments of political education at the local level that accelerate the realization of civil society," he said.

Tito further revealed that the democratic process at the local level through the implementation of regional head elections and regional representatives is directly expected to foster commitment, trust (trust), tolerance, cooperation, solidarity, and a high sense of belonging to development activities in the regions. Thus, this is positive correlated with improving the quality of democratic life.

Green Economy

Meanwhile, Minister of Home Affairs Tito reviewed the theme of the commemoration of Otda Day 2024, namely Sustainable Regional Autonomy Towards a Green Economy and a Healthy Environment.

This theme was chosen to strengthen the commitment, responsibility, and awareness of all levels of local government as well as the task of carrying out sustainable development.

In line with that, sustainable development needs to be implemented both in environmental management and human resources (HR). In addition, environmentally friendly economic models for a sustainable future for future generations are also encouraged.

"The green economy is one of six strategies for Indonesia's economic transformation to achieve the 2045 vision. The decentralization policy provides space for local governments to manage human resources more efficiently and sustainably," he said.

In line with that, continued Tito Karnavian, strengthening the green economy must also pay attention to regional potential, starting from agriculture, marine, and tourism.

According to him, the Ministry of Home Affairs is ready to strengthen its function in facilitating regional legal products that focus on developing a green economy to achieve environmental sustainability and community welfare in a holistic manner.

"This function aims to maximize the role of regional regulations that focus on environmentally friendly commodities and leading sectors by paying attention to aspects of ecological functions, water absorption, economy, socio-cultural, aesthetics and disaster management," said Tito.
