Not Wanting To Be Missed, The Ministry Of Finance Collaborates With BPKP To Monitor The Use Of The State Budget

JAKARTA - The Ministry of Finance (Kemenkeu) together with the Financial and Development Supervisory Agency (BPKP) are making efforts to strengthen the oversight ecosystem of the State Budget (APBN) by signing a Memorandum of Understanding on Supervision of the State Financial Management.

Head of the Bureau of Communication and Information Services (Kemenkeu) Rahayu Puspasari said the strategic effort was based on records of improvements in the implementation of the 2020 program.

"We together with the BPKP realize the need to strengthen cooperation in terms of supervision which will involve various elements in one unit of the state budget surveillance ecosystem, starting from policy makers, program implementers, government internal control apparatus (APIP), law enforcement officials, and BPK," he said in a press release, Friday, March 5.

Rahayu added that supervision will also involve the active role of the community as beneficiaries of the program and civil society to carry out the role of social control.

"The public is expected to participate in supervising the management of the state budget and providing information to supervisory officials if they become aware of any irregularities," he said.

In practice, supervision will be focused on improving the capacity of APIP ministries / agencies and regions as well as BUMN and BLU Internal Control Units (SPI) to increase the effectiveness of this program.

In addition, the synergy built will cover the scope of end-to-end APBN supervision, supervisory management, prevention and handling of cases where fraud is indicated.

"We will also exchange data and information, increase the capacity and capability of APIP and SPI, support budget implementation at the expense of the State Budget, and improve the quality of regional financial management within the national fiscal framework," he explained.

For information, in the 2021 APBN period will remain the main instrument in handling health and national economic recovery (PEN). The editorial team noted that this year's PEN funds rose 21 percent to IDR 699.43 trillion from the 2020 realization of IDR 579.78 trillion.

"With this memorandum of understanding, said Rahayu, it is hoped that a more integrated APBN monitoring ecosystem will be built, in order to support the realization of state financial management that provides the greatest benefits for improving the nation's welfare," he concluded.
