Awakening The Post-Pandemic Economy, Puan Maharani: DPR Is Ready To Guard The Implementation Of The Job Creation Law

JAKARTA - Chairman of the Indonesian House of Representatives, Puan Maharani, stated that the DPR is ready to provide political support to guard the government's initiative in responding to demands for economic transformation through the implementation of three functions of the council, namely the legislative, supervisory and budgetary functions.

"The same political support is also given to encourage the strengthening of synergy and collaboration of all stakeholders in responding to economic transformation so that the goals of the prosperity of all the people can be achieved," said Puan when she was the keynote speaker at the XVII HIPMI Rakernas, Friday, March 5.

Puan also emphasized that the DPR always shows siding with the Indonesian people in carrying out the functions of the council. Mainly support and protection for cooperatives and MSMEs as the backbone of the Indonesian economy through regulations that lead to rationalization of licensing, ease of business, and optimization of financing in a competitive investment system.

"For short-term priorities, the DPR continues to maximize its constitutional duties to oversee business efforts in overcoming the COVID-19 pandemic," explained the PDIP politician.

Puan said that this support is in line with the implementation of Law No.11 of 2020 concerning Job Creation. He explained that the Job Creation Law was made as the basis of Indonesia's economy after the COVID-19 pandemic. So that it is expected to accelerate efforts to find economic solutions.

According to Puan, 2020 is a year that can reverse all predictions. As a result of the COVID-19 pandemic in 2020, the global economy has slowed down, commodity prices and world trade volume have decreased, a number of countries have relaxed monetary policy. Not to mention the challenges of global economic uncertainty triggered by the US and Chinese trade wars.

"Even last year, several countries entered into recession status including Indonesia, although we are grateful that the economy is starting to show signs of recovery," he said.

Puan said that a healthy Indonesia is one of the important prerequisites if you want to encourage Indonesia's economic transformation. That is why the 2021 APBN which was discussed jointly by the DPR and the government is designed in addition to the recovery of the national economy from the impact of the pandemic, it also contains transformation programs in various fields in preparing a solid foundation to accelerate Indonesia's progress.

"So the Job Creation Law is not a product of independent legislation but one of the tools of great mutual cooperation to create an independent Indonesian economy, including through the strategic transformation of the Indonesian economy," he said.

Furthermore, Puan explained, the Government has recently issued 49 implementing regulations for Law no. 11 of 2020 concerning Job Creation consisting of 45 PP and Perpres.

This implementing regulation has also been promulgated in a statute sheet. Previously, there were two PPs that were stipulated as regulations, namely PP. 73 of 2020 concerning Initial Capital for Investment Institution Managers and PP No. 74 of 2020 concerning Investment Management Institutions as a whole.

"Later, the derivatives that become the implementation of the Job Creation Law will be stipulated as many as 49 PP and 5 Perpres," said the former Coordinating Minister for PMK.

Puan emphasized that the DPR will continue to pay great attention to the implementation of the Job Creation Law. The DPR sees that even though the implementing regulations have been issued, they should never assume that the people will immediately understand.

"The socialization must continue to be carried out. We must view this as an opportunity to provide clarity on the benefits of the Job Creation Law for the people. At the same time ensure that the Law is implemented to achieve the people's welfare and advance the welfare of Indonesia," he said.
