No Crime, KPU Expert Says Sirekap Can't Be Audited Forensic
JAKARATA - Computer Science Expert, Marsudi Wahyu Kisworo, said that the Recapitulation Information System (Sirekap) cannot be conducted for forensic audits. This is because no criminal act has occurred as the basis for the forensic process.
Marsudi is the only expert presented by the Umun Election Commission (KPU) in the General Election Results Presence (PHPU) trial at the Constitutional Court (MK), Wednesday, April 3.
"Is it enough for a forensic audit? I don't think so, because there has been no criminal act there. Unless it can be proven that there is a criminal act or fraud, a forensic audit can be carried out," said Marsudi.
In addition, Marsudi also mentioned that Sirekap is just a software to convert images into numbers. So, of course not mens rea in the application.
Ditegaskan juga Sirekap tidak bisa digunakan untuk mengubah suara. Dengan begitu, penipuan justru lebih berpotensi dilakukan melalui recapitulasi suara berjejang.
the electoral fraud process has more potential to be carried out through a tiered recapitulation of votes. Because, later the KPU will continue to use a tiered vote count
"What can be done is the process of calculating the tiered manual at each level, if you want to cheat there, you want to buy and sell votes, it's not in Sirekap because there's no point in changing the relationship, once the calculations are tiered, it's deleted again," said Marsudi.
