JAKARTA - The Director General of Capture Fisheries of the Ministry of Marine Affairs and Fisheries 2018-2020 Zulficar Mochtar said that the export of lobster seeds only generates a small amount of income for the state. This is because it has not been equipped with a regulation on Non-Tax State Income (BNBP).

"The Ministerial Regulation regarding the export of seeds can only operate properly if there is a PNBP stipulation. However, until now there is no PNBP stipulation, so the state does not get anything there," said Zulficar at the Jakarta Corruption Crime Court (Tipikor). , reported by Antara, Wednesday, March 3.

Zulficar conveyed this when he was a witness for the accused Director of PT Dua Putera Perkasa Pratama (PT DPPP) Suharjito who was accused of giving bribes worth a total of Rp2,146 billion consisting of 103,000 US dollars (around Rp1.44 billion) and Rp706,055,440.00 to former Minister of Marine Affairs and Fisheries Edhy Prabowo.

"I know that the PNBP regulation has not yet been issued by the Ministry of Finance so that the state revenue from around 40 million lobster seeds exported is only around Rp. 11 million because it follows the PP 75/2015 regulation, which is that per 1,000 lobster seeds only counts Rp. 250.00 and the revision has not yet been issued," Zulficar.

However, Zulficar admitted that the export of lobster seeds was still being carried out because Edhy Prabowo had encouraged the implementation of this activity from the start.

"So, the Minister encouraging exports needs to be done so that the completion of parallel administrative rules goes by the preparation of technical guidelines, even since April it has asked business actors for exposure through special staff, even though the ministerial regulation does not yet exist," said Zulficar.

Ministerial Regulation (Permen) of Marine Affairs and Fisheries Number 12 of 2020 concerning Management of Lobster (Panulirus spp), Crab (Scylla spp), and crab (Portunus spp) in the Territory of the Republic of Indonesia is known to have just been published on May 4, 2020.

Zulficar's statement certainly broke Edhy Prabowo's confession. At that time, after being questioned by the KPK, Edhy Prabowo boasted that the fry export permit contributed to non-tax state revenue (PNBP) from the Ministry of KKP.

"You have to record yourself, how much PNBP we got during those 3 months, there was Rp. 40 billion already collected, compared to the old regulation, a thousand heads were only 250 rupiah. In my day, 1 thousand heads at a minimum, so the money was collected," said Edhy Prabowo. .

Then, Edhy claims, this Permen is also very helpful for the community's economy, especially fishermen in the midst of the COVID-19 Pandemic. Where they have additional work after being allowed to catch lobsters.

"There are additional jobs for catching lobsters. One person for Rp5 thousand a day can earn 100, and there is 500 thousand in income. Who wants to give their money? The state itself is very limited for that," said Edhy.

As for later, Zulficar decided to resign from the KKP on July 14, 2020 because he felt that he did not fit into Edhy Prabowo's policy.

"I resigned for three reasons, first I saw policies in the ministry that did not lead to sustainability and were not pro-poor, secondly, governance was not fully implemented, and the three anti-corruption commitments were doubtful," said Zulficar.

In October 2020, Zulficar then found out that the export quota of lobster seeds was increased to 418 million.
