When The DKI DPRD Broke The Voice On The Plan To Sell Delta Beer Shares

JAKARTA - The discourse on the release of shares in a beer company owned by the DKI Provincial Government has been rolled out again. DKI is trying to sell 26.25 percent of the shares of PT Delta Djakarta Tbk. However, DKI must get approval from the DPRD (Regional House of Representatives).

This is because when there is a transfer of regional assets over IDR 5 billion, it must go through the approval of the DKI DPRD. This is by Government Regulation Number 27 of 2014 concerning the Management of State Property.

Three party factions have opened their votes, namely PKS, PAN, and PDI Perjuangan. However, their attitude was different in responding to DKI's wish to sell its beer stocks.

Chairman of DPW PKS DKI Khoirudin said that since 2004, PKS has agreed if the DKI Provincial Government sells shares of its beer company. Because, according to him, alcohol is a source of crime.

"PKS as an Islamic Party is obliged to fight for this, releasing alcoholic shares from the DKI Regional Budget. And strongly agreed when Anies promised to release the DKI Provincial Government's share ownership in PT Delta", said Khoirudin on Tuesday, March 2.

The member of Commission C DPRD DKI said, actually DKI already has regulations that support the release of beer shares. Starting from Regional Regulation (Perda) Number 8 of 2007 concerning Public Order, Regional Regulation Number 74 of 2005 concerning Alcoholic Drinks.

Then, the DKI Jakarta Governor Regulation Number 187 concerning Control and Supervision of the Sales of Alcoholic Drinks, and Regulation of the Minister of Trade Number 25 of 2019.

"The rules are sufficient, we just have to wait, whether the DPRD agrees to revoke the provincial government stake in PT Delta, which then we will escape from our responsibility to God Almighty, as well as the constituents who elect their representatives in parliament", he said.

The chairman of the PAN Faction at the DPRD DKI, Bambang Kusumanto, also acknowledged that the efforts to divest beer shares from the DKI Jakarta Provincial Government were always hampered by the blessing of council members. Therefore, Bambang encouraged Anies to propose another sale of shares in PT Delta.

"Since 2019, there have been many suggestions for us so that the PAN faction will participate in encouraging the sale of shares of a beer owned by the provincial government. Pak Anies must be as firm as Pak Jokowi who canceled the President Regulation on the investment of alcohol", said Bambang.

Meanwhile, a member of the PDIP DPRD DKI Fraction, Prasetio Edi Marsudi, questioned the reason why the DKI Jakarta Provincial Government wants to sell the shares of the liquor production company PT Delta Djakarta Tbk. Currently, DKI owns 26.25 percent of beer shares.

According to Prasetio, there will be no financial loss if the DKI Pemprov owns shares in PT Delta. In fact, DKI has received income from share ownership gains received since the days of DKI Governor Ali Sadikin.

"What's wrong with it? There's nothing wrong with it. The money (share gain) can make RPTRA (development), or what else", said the chairman of the DKI DPRD.

The Jakarta Provincial Government's share placement in PT Delta, in addition to increasing regional income, was also carried out to measure the extent to which Delta-made drinks such as Anker, Carlsberg, and San Miguel brand beers were circulated.

"At PT Delta, the government has stepped in to measure the community down to the Citizens Association level, to know how extent is they drinking. This is a danger, illegal", he said.

Prasetio asked all parties not to associate government ownership of beer companies with religious principles. This is because DKI is the capital city of the country.

"It's not a matter of halal or non-halal religion. Don't put it in that area. What's wrong? What is it about people who are passionate about selling PT Delta?", his smallpox.

Previously, Deputy Governor of DKI Jakarta, Ahmad Riza Patria, admitted that his party had always been trying to sell shares of beer in PT Delta Djakarta Tbk.

"We are indeed working on Delta's shares. We will sell them back because it is part of the vision and mission of Anies-Sandi's campaign promise (during the 2017 DKI Gubernatorial Election)", said Riza.

Unfortunately, Riza admits that DKI cannot make its own decision to sell the alcoholic beverage shares. According to Riza, the plan to sell shares has not received approval from the DKI DPRD.

"We continue to propose and ask for support from friends of the DKI Jakarta DPRD. In principle, the executive has agreed to sell the shares to the public. However, it must get DPRD approval. We are waiting for a response from DPRD", explained Riza.
