Clarification Of Viral Videos Of Kicked Riders, Paspampres: Members Carrying Out Security Duties
JAKARTA - Assistant Intelligence of the Presidential Security Forces (Paspamres) Lieutenant Colonel Inf Wisnu Herlambang emphasized that the Paspampres kicked a big-motorbike rider who was on a Sunday morning ride (Sunmor) on Veteran III Street, Central Jakarta, Sunday, February 21 as the implementation of the rules according to Government Regulation Number 59/2013 on Safeguarding the President, Vice President, Their Families and State Guests.
"What is done by a Paspampres members who are carrying out the task of securing installations in the presidential palace complex is in accordance with the applicable regulations and laws. In this Presidential Regulation, it is stated that the Indonesian National Army Commander has the authority to determine policies technically, through Regulation No. 1337 of 2018," Wisnu said at a press conference in Jakarta, Monday, March 1.
He explained that the Paspampres response was because the motorbike rider had broken through the VVIP installation or roadblock on Veteran III Street. Thus, members of the Paspampres took the action permitted by the rules, namely paralyzing with their bare hands.
"If it endangers officers, the Paspampres who are carrying out this service can issue warning shots using either rubber ammunition or empty ammunition. Actions can also be taken using hollow-point bullet," he explained.
Furthermore, Wisnu revealed that what the motorcyclist had done was categorized as a dangerous act.
"There are two types of danger, direct or indirect. This breach is a violation of ring 1 boundaries, which is an indirect danger that must be immediately paralyzed. After that, we will carry out an examination of the members who carry out security there," he said.
After the inspection, there were no things or intimidation that could threaten the VVIP installation. Then the motorbike rider is given education not to repeat the action again and then released.
"We take a lesson from this incident, that every motorbike rider must always obey traffic regulations, prioritize the interests of other fellow road users. By being orderly, nothing can endanger the safety, security, comfort of other road users," said Wisnu.
Meanwhile, the Biker spokesman Halid Darmawan promised not to repeat the act.
"I, a representative of my colleagues, really acknowledge the occurrence of the viral video incident, which was recorded in the video is me and my colleagues. Therefore, my colleagues and I took the initiative to attend and clarify this matter. The point is to apologize profusely to the Paspampres unit and the ranks of the members who were on duty when the incident took place," said Halid at the Paspampres Command Centre Tanah Abang, Central Jakarta, Monday 1 March.
Halid admitted that he had no intention of damaging the good image of the Paspampres in the public eye over the circulation of the Paspampres video kicking the motorbike driver on social media.
"My colleagues and I will not repeat these actions and will try to do better in the future," concluded Halid.
