Some Jakarta Students Protest No Longer Receiving KJMU, Heru Budi Talks About DKI Financial Ability

JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono is being bombarded with complaints and protests on social media by students who were dropped from recipients of the Jakarta Superior Student Card (KJMU).

Responding to this, Heru admitted that there was a change in the data on KJMU recipients phase 1 of 2024 because of the new mechanism. The DKI Jakarta Provincial Education Office is now using data sources managed by the central government.

The data sources in question are the Integrated Social Welfare Data (DTKS) as of February and November 2022, as well as as as as of January and December 2023 belonging to the Ministry of Social Affairs, then matched with data on Socio-Economic Registration (Regsosek) issued by the Ministry of National Development Planning/National Development Planning Agency (Bappenas).

"So, the KJP KJMU Jakarta has synchronized data, DTKS data that has been approved in 2023, November-December by the Ministry of Social Affairs," Heru told reporters at the Cilincing District Office, North Jakarta, Wednesday, March 6.

Heru continued, matching DTKS with Regsosek was carried out to find out the ranking of welfare (desil). The decil categories that are still included in the criteria as recipients of education assistance include very poor (desil 1), poor (desil 2), almost poor (desil 3), and vulnerable to poverty (desil 4).

Meanwhile, KJMU recipient students who are now stipulated to be included in the decile category 5 to 10 or who are considered to be able to be removed from the list of recipients of social assistance for education costs.

"It has also been synergized with Regsosek, so DKI uses the basic data, the main data is DTKS data. It can be one, two, three, four," said Heru.

However, Heru admitted that another thing that caused many students to lose the right to receive KJMU was the financial condition of the DKI Provincial Government which could be used in the distribution of education assistance.

"Of course, seeing DKI's financial capabilities," he continued.

Separately, the Acting Head of the DKI Jakarta Education Office, Purwosusilo, admitted that the DKI Provincial Government does not have the authority to determine the list of KJMU recipients because they have used two matched data belonging to the central government.

"Regarding the data on improving welfare (desil), UPT P4OP does not have the authority and competence to explain the indicators for improving welfare (desil), because it is the authority of data producers," explained Purwosusilo.

For information, KJMU's education assistance was first launched in 2019 by former DKI Jakarta Governor Anies Baswedan. KJMU recipient students receive assistance of IDR 9,000,000 per semester.
