Less Than 0 Percent, PAN Legislator Says DPR Considers Parliamentary Threshold To Be 2-3 Percent
JAKARTA - Member of Commission II of the DPR from the PAN faction, Guspardi Gaus, supports the decision of the Constitutional Court (MK) regarding the DPR threshold or the parliamentary threshold (PT) of 4 percent was changed before the 2029 election. Guspardi said that his party considered the parliamentary threshold to be down to 2 to 3 percent. He ensured that the change in the Parliamentary Threshold figure was not up to 0 percent. Initially, Guspardi explained that the Constitutional Court's decision did not erase the 4 percent figure, but canceled it. He said the Constitutional Court's decision was inkrah and binding, so Commission II of the DPR would definitely follow up on this. "If I catch it from the news, the Constitutional Court only canceled the 4 percent parliamentary threshold, it does not mean denying the parliamentary threshold, only that percent," said Guspardi to VOI, Saturday, March 2.
Because the Constitutional Court's decision will apply in the 2029 General Election, said Guspardi, the Indonesian House of Representatives must conduct deliberations regarding the percentage of the parliamentary threshold. Because, according to him, the Constitutional Court returned the lawmaker to be harmonized with the Constitution. "So the decision was made for the 2029 General Election. Commission II of the DPR will decide in accordance with the order of the Constitutional Court so that the decision can be implemented in 2029, but of course we will discuss cross-faction issues whether this 4 percent should be revised," he explained.
Guspardi also assessed that the figure was 2 percent to 3 percent proportional and maybe a consideration in Commission II of the DPR. He ensured that the threshold figure would not be eliminated because it would have an impact on simplifying the number of political parties in the DPR.
"Whether 3 percent or 2 percent, but not denying PT is a necessity because if you don't use filtering, efforts to filter the number of political parties will not work. So it means that there are still PT principles, only 2 percent to 3 percent will be determined, and I'm sure that my friends will not decide 0 percent, loss. That's it," he said.

The West Sumatra electoral district PAN legislator again emphasized that the Constitutional Court only disallowed 4 percent because it was considered not in accordance with the Constitution. Therefore, cross factions in the DPR will consider the figure of 2-3 percent less than 0 percent. "Yes, it can be below that, it means about 3 percent, roughly so, this is cross-faction based on consensus deliberation, between 2-3 percent. This means that there is still a need to exist. It is too low that later we will lose our goal of PT, which is for the number of parties, simplification of the number of parties, that is also the key word, or controlling the number of parties," he said. "If 0 percent, the entire party will be in the DPR, even though other goals rather than us are to prevent it so that there is no dynamics in the DPR, right with simplification. The existence of PT does not mean that the number of seats has been lost," concluded Guspardi.
