It Has Been Issued, The Presidential Instruction Of Drinking Water And Jokowi's Official Sanitation Has Been Signed
JAKARTA - President Joko Widodo (Jokowi) officially signed Presidential Instruction (Inpres) Number 1 of 2024 concerning the Acceleration of Drinking Water Supply and Domestic Waste Management Services or better known as the inpres of Drinking Water and Sanitation.
The Presidential Instruction is known to take effect from January 29, 2024. In its regulation, Jokowi instructed nine ministries and institutions to accelerate the fulfillment of drinking water and sanitation.
"It is necessary to accelerate the provision of drinking water and domestic waste water management services as an effort to support the achievement of the target of the National Medium-Term Development Plan (RPJMN) for 2O2O-2O24 and the Sustainable Development Goals (SDGs)," the regulation wrote, quoted on Friday, February 2.
The Presidential Instruction Number 1 of 2024 is addressed to the minister of national development planning/head of the national development planning agency (PPN/Bappenas), the minister of public work and public housing (PUPR), the minister of finance, and the minister of domestic affairs.
Then, for the minister of health, the minister of the environment and forestry, the head of the financial and development control agency (BPKP), the governors and regents/mayors.
The duties of the 9 ministries/agencies and local governments are:
1. Accelerate the provision of drinking water and domestic waste water management services through the expansion of the Supply of Drinking Water (SPAM) System, the Pipeline Network is built, mainly through the construction of Home Connections (SR) and the provision of raw water, and
2. Provision of domestic waste water management services through the expansion of the Central Domestic Waste Management System (SPALD-T) service and the expansion of the Local Domestic Waste Management System (SPALD-S) service from the Tinja Mud Processing Installation (IPLT) are built.
Furthermore, through this Presidential Instruction, Jokowi also asked local ministers and governments to plan and provide technical and non-technical readiness, develop program policies and sustainability activities, monitor and evaluate activities to accelerate the provision of drinking water and make efforts to resolve obstacles and obstacles in the field.
In addition, this program is expected to be able to improve the quality of public health related to water congenital diseases, reduce prevalence and prevent stunting and reduce the rate of groundwater extraction by the community.
"The funding for the implementation of the Presidential Instruction comes from the state revenue and expenditure budget (APBN), the regional revenue and expenditure budget (APBD) and other legitimate and non-binding sources in accordance with the provisions of the legislation," the Presidential Instruction reads.
As previously reported, the Ministry of Public Works and Public Housing (PUPR) is seeking instructions from the president regarding drinking water and sanitation.
This is to speed up household connections from water treatment plants (IPA) throughout Indonesia.
"I think in the future, we will strive for the inpres for drinking water and sanitation in order to accelerate the household connection from a number of water treatment plants (IPA) that we have built. About 6.8 million house connections (SR) that we will work on through the inpres for drinking water and sanitation," said PUPR Minister Basuki Hadimuljono to reporters at JIExpo Kemayoran, Jakarta, quoted on Saturday, November 4.

Minister Basuki said this had been reported to President Joko Widodo (Jokowi) and was currently in the formulation stage.
"This is being formulated by the inpres, the inpres has been approved by the president two weeks ago, the inpres is now being prepared," he said.
He said the amount of budget planned in the water and sanitation inpres is around Rp. 16.6 trillion.
Later the inpres can make a drinking water connection from IPA-IPA which has been built to household connections (SR) throughout Indonesia, with the main target in four (4) provinces.
