Menpan RB: KPK Integrity Survey Becomes A WELL-KEATED Cultural Indicator

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas said the results of the 2023 integrity assessment survey launched by the Corruption Eradication Commission (KPK) were one of the indicators in realizing the bureaucratic culture of BERAKHLAK.

"The integrity assessment survey is included in one of the indicators in the target of the creation of the bureaucratic culture of BERAKHLAK. With professional ASN, it is hoped that the results of SPI will be able to photograph the quality of a clean bureaucratic culture in accordance with the objectives of bureaucratic reform," Anas said as quoted by ANTARA, Saturday, January 27.

Kemenpan RB and KPK cooperate in monitoring the management of conflicts of interest and synergizing with the results of these monitoring with the results of an internal integrity assessment survey at every government agency.

In addition, the urgency to manage conflicts of interest, including realizing good governance, needing more impact, and responding to community demands.

As an effort and commitment from the government in eradicating corruption, the survey will be one of the indicators in evaluating bureaucratic reform.

The KPK integrity assessment survey has a weight of 10 points and is an indicator of the largest bureaucratic reform index assessment compared to other assessment indicators.

"The bureaucratic reform index illustrates the progress of government agencies in creating bureaucracy that is clean, effective, professional, and serves with a focus on change of mindset, improvement of institutional governance, digital transformation, increased professionalism, and effectiveness of supervision," he explained.

The bureaucratic reform index also assesses the integrity and quality of bureaucratic services, compliance with services by the Ombudsman, as well as a survey of public perceptions of excellent public service practices that are free of extortion, brokers, and KKN by the Ministry of Administrative and Bureaucratic Reform.

In preventing corruption, Anas continued, various surveillance efforts have been carried out, ranging from aspects of managerial, community, functional supervision, certain complaints, and external supervision.

"Hopefully the survey that has been launched by the KPK today will provide tremendous benefits for all of us," added Anas.

Meanwhile, Deputy Chairperson of the KPK Johanis Tanak said that the increase and decrease in the SPI score were greatly influenced by the real commitment of the leaders of institutions both at the central and local governments.

"In a negative connotation, we found several arrangements and conditioning of respondents so that the score could increase drastically, we have sent a warning not even publicizing the institution's score," said Johanis.

He said the National Integrity Index target in 2023 was 74 percent.

"The fact that the national integrity index generally has a downward trend indicates that there is still a lot of homework in the form of improving the regulatory governance system, and commitments must be improved immediately," Johanis explained.

Therefore, several things are recommended in the main improvement, one of which is digitizing public services. He also expressed his support for all efforts by the Ministry of Administrative and Bureaucratic Reform in accelerating the digital transformation of government.

"KPK supports KemenpanRB in implementing Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE) and Presidential Regulation Number 82 of 2023 concerning Acceleration of Digital Transformation and Integrated National Digital Services," he said.
