Incentives For Health Workers Cut 50-70 Percent, Information Reaches The KPK
JAKARTA - The Corruption Eradication Commission (KPK) received information that hospital management had cut incentives for health workers. The number of pemotonannya 50-70 percent.

"The KPK received information regarding the reduction of health care incentives by hospital management with a rate of 50 to 70 percent," said Acting KPK spokesman for Prevention, Ipi Maryati, Jakarta, Tuesday, February 23.
According to Ipi, the incentives received by health workers directly were known to have been cut by the management.
"Then it is given to health workers or other parties who are not directly related to handling COVID-19 patients," he said.
Previously, from March to the end of June 2020 through a rapid study related to handling COVID-19, especially in the health sector. The KPK found a number of problems related to the payment of incentives and health benefits based on an analysis of the Decree of the Minister of Health (KMK) No. HK.01.07 / MNENKES / 278/2020, namely:
- Potential inefficiency in state finances due to budget duplication for incentive programs for health workers in the regions, namely through Health Operational Assistance (BOK) and Unexpected Expenditures (BTT).
- A tiered payment process causes long disbursement times and increases the risk of delays and cuts in incentives or health benefits by irresponsible parties
- The final verification process which is centralized in the Ministry of Health can lead to lengthy verification processes and result in slower payments for incentives and health benefits
For this problem, the KPK recommends improvements in the form of:
- Submission of incentives for health workers only in one budget source (BOK or BTT)
- Payment of incentives and compensation for health workers in districts / cities / provinces financed from the BOK is sufficient for the regional verification team
- Payment of incentives and compensation is made directly to health workers
On this recommendation, the Ministry of Health has followed up and issued a new regulation with improvements to the verification process and mechanisms for channeling incentive funds and benefits for health workers who handle Covid-19.
To ensure that health workers receive their rights without any deductions, the KPK asked the Inspectorate and the Health Office to jointly supervise the distribution of incentive funds and compensation for health workers.
Incentives and compensation for health workers are a form of appreciation from the government for health workers who handle Covid-19. The government provides incentives and death benefits as regulated in the Minister of Health Decree 278/2020 dated April 27, 2020, which is the right for health workers to be at the forefront of handling Covid-19 in health service facilities and health institutions appointed by the central government and local governments.
