Andre Rosiade Explains Constraints Of Building The Lauik Review Road
Member of Commission VI of the DPR from West Sumatra Province (West Sumatra) Andre Rosiade explained the obstacles to the construction of the Flyover or Jalan Layang Sitinjak Lauik, whose construction was planned for December 2023.
"Now the problem of the construction of the Flyover Sitiwik Lauik is a bit slow at the Ministry of Finance," said Andre Rosiade, in Agam Regency as reported by ANTARA, Tuesday, January 16.
Regarding these obstacles, Andre admitted that he had met President Joko Widodo (Jokowi) and requested that the infrastructure development be implemented immediately.
"I have conveyed it to the President, and the President has also communicated with the Ministry of Finance to immediately give approval," he said.
If the payment guarantee agreement has been issued by the Ministry of Finance, the Ministry of Public Works and Public Housing (PUPR) will immediately conduct an auction process.
Andre explained that the process of building the Lauik X-ray Bridge was a project in the form of cooperation between the government and business entities (KPBU).

Through the KPBU scheme, the urgency of providing infrastructure services can be carried out without completely depending on the availability of the government budget.
The KPBUFlyoverSipripat Lauik project is a project based on initiatives of business entities (unsolicited) which has an investment value of IDR 2.824 trillion with a road length of 2.78 kilometers and a concession period of 12.5 years.
The Ministry of PUPR has given approval to Hutama Karya (HK) as the initiator of the national project. Then the Ministry of PUPR has also officially sent a letter to the Ministry of Finance to issue availability payments or payment guarantees.
"This means that there is a guarantee of payment which will be in installments of 10 to 15 years," he said.
Therefore, Andre Rosiade emphasized that the Simpati Lauik Flyover construction project, which is one of the extreme roads in Lubuk Kilangan District, Padang City, has been prepared by the government, but is still constrained by the Ministry of Finance.
