Government Targets 600,000 Subsidized Electric Motors This Year, Can It Be Achieved?
JAKARTA - The government is targeting 600,000 units of electric motors to be distributed by 2024. However, seeing subsidized electric motors that are still empty of enthusiasts throughout 2023, can this year's target be achieved?
Quoting the Information System page for the Purchase of Two-wheeled Electric Vehicles (SISAPIRa) as of January 4, 2024, only 11,532 subsidized electric motors were distributed from the target of 200,000 units in 2023.
Meanwhile, for 2024 itself, as many as 9,070 are still in the registration process, 460 are verified and not a single subsidized electric motor has been distributed.
This figure is clearly far from expectations. Because, according to the Regulation of the Minister of Industry (Permenperin) Number 6 of 2023 as amended by Permenperin Number 21 of 2023 concerning Guidelines for Providing Government Assistance to Purchase Two-wheeled Battery Electric Motor Vehicles, article 4 paragraph (2) explains that the Indonesian Government is targeting 200,000 units sold for 2023 and 600,000 units by 2024.
Reflecting on the target in 2023, which is 200,000 units, this figure is quite far from what is expected. Because, there are still 188,468 quotas that have not been used.
When speaking of the 2024 target, it will be much more difficult to achieve because it reaches three times the current target. Chairman of the Indonesian Electric Motorcycle Industry Association (Aismoli) Budi Setiyadi said the government was in the stage of adjusting existing regulations.
"If I pay attention, the government is still adjusting it again regarding the regulations from Presidential Regulation (Perpres) Number 55 of 2019 to Presidential Decree Number 79 of 2023. This means that maybe later the ministerial regulation will also have adjustments, this will definitely have time for that too," said Budi when contacted by VOI, Thursday, January 4.
Budi added, it is necessary to evenly distribute dealers in every region of Indonesia. So that people's access to be able to buy electric motorbikes is easy.

He admitted that his party was ready to meet the production of 600,000 units targeted by the government. Because, Budi continued, his party had prepared this from the start.
"We have anticipated from the start that in terms of production capacity, the government still provides 600,000 units (electric motor subsidies), we are ready. Because, now there are actually more electric motorcycle manufacturers who are proposing the Domestic Component Level (TKDN) process, Honda yesterday, then there are other brands as well," he said.
"The longer it takes, the more types and brands of motorcycles that have TKDN 40 percent. This means that the potential for people can get which is TKDN is getting easier," he added.
