Director of the Traffic Directorate of Polda Metro Jaya, Kombes Yusuf, said that non-judicial repressive action means that police officers will reprimand users of the electric scooter, while judicial repressive means a fixing.
For fixing, the system used will be the same as that for other vehicle users. The law that is being used temporarily is the Traffic Law.
When a scooter user violates, the police will confiscate the identity of the offender, both SIM or KTP, as well as the vehicle used as evidence. Then, the offender is given a ticket.
The offender will also attend a ticketing trial and take items confiscated by the police in court. If they do not participate in the trial, the offender can admit his mistake at the prosecutor's office.
Furthermore, electric scooters cannot be used as long as possible, let alone rented electric scooters, such as GrabWheels. The use of this rented electric scooter will be reserved in certain places, including the Gelora Bung Karno Main Stadium complex, Soekarno-Hatta Airport or several shopping centers. However, this requires approval from the area manager.
Beyond that, users of rented electric scooters will be ticketed, including those who use them on roads or sidewalks.

Meanwhile, private scooter owners - who are not rented - will not be subject to a ticket. They are allowed to use their vehicle in the bicycle lane with operational hours following public transportation, which is 5.00-23.00.
On the same occasion, Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, added that the rules regarding the use of electric scooters will be regulated in a Governor Regulation (Pergub). This regulation has entered the testing phase with several stakeholders.
This rule will regulate safety, speed, and age restrictions for electric scooter users. In the discussion, the speed of an electric scooter will be set with a speed limit of 15 kilometers per hour, while the age limit for operating it is 17 years old.
