PNBP Minerba Subsector Lampaui Target, Government Raup Rp250 Trillion
JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) has announced that the realization of Non-Tax State Revenue (PNBP) revenue in the Energy and Mineral Resources (ESDM) sector has exceeded the target with an achievement of 111 percent or around Rp250 trillion, with a PNBP target of Rp225 trillion.
Secretary General of the Ministry of Energy and Mineral Resources Dadan Kusdiana explained, from this figure, this year's PNBP for Mineral and Coal (Minerba) sub-sectors, based on data as of November 27, 2023, managed to accelerate with a realization of IDR 152.16 trillion from the target of IDR 85 trillion.
"The PNBP from the Minerba sector is at IDR 152.16 trillion. The percentage reaches 178 percent of the target set in the APBN," Dadan said in a statement to the media, Thursday, November 30.
He added that the PNBP sub-sector for mineral and coal mainly comes from increasing production fees or coal royalties and is the impact of the implementation of Government Regulation Number 26 of 2022 concerning Types and Tariffs on Types of PNBP that apply to the Ministry of Energy and Mineral Resources.
So, he said, although the average Reference Coal Price (HBA) fluctuates throughout the year and tends to decrease when compared to last year, the increase in coal royalties was able to cover the decline in HBA.
"With the PP, there is an increase in price in terms of tariffs. So what was originally 7 percent of the price of royalties, some became 13.5 percent. So when the production rose, then the price for revenue also rose and then state revenue also rose," added Dadan.

Meanwhile, for other ESDM sector PNBPs, namely in the oil and gas sub-sector, the realization recorded was IDR 97 trillion or 74.68 percent of the target this year which amounted to IDR 131 trillion.
Meanwhile, the geothermal PNBP from the target set is IDR 2.1 trillion, which has reached IDR 1.3 trillion, or still reaching 64 percent.
PNBP from the Public Service Agency (BLU) of the Ministry of Energy and Mineral Resources was able to exceed the target of 123 percent of the Rp438 billion and realized Rp541 billion.
As for other PNBPs, Rp4.4 trillion was realized from the target of Rp6.2 trillion.
