The DPR Baleg Called The Proposed Revision Of The ITE Law Can Enter Prolegnas 2021
JAKARTA - Deputy Chairman of the Legislation Body (Baleg) DPR RI Willy Aditya said the proposed revision of Law Number 19 of 2016 concerning Electronic Information and Transactions (UU ITE) still has the opportunity to be included in the 2021 Priority National Legislation Program (Prolegnas). This is because prolegnas has not yet been passed DPR RI Plenary Session level.
This was in response to President Joko Widodo's (Jokowi) statement, who opened the door for a revision of the ITE Law because it contained controversial articles.
"In Baleg it is still (can be included in the Prolegnas list), because Prolegnas has not yet been ratified. So later the mechanism will need a working meeting (working meeting) again and then (the revision of the ITE Law) will be proposed by the government," Willy said when contacted by reporters, Tuesday, 16 February.
Even so, who proposed the proposal still needs to be discussed further by the Minister of Law and Human Rights (Menkumham) Yasonna Laoly. Even if the DPR, which will be proposing, will later be submitted from the Legislation Body because this revision involves cross-commissioning the DPR RI, namely Commission I and Commission III.
"Maybe after this the leadership of Baleg and Menkumham will coordinate who is the proposer for this bill. The Baleg can later propose it. Therefore, there are elements of Commission I and Commission III (across commissions)," said the NasDem politician.
The working meeting with the government represented by Menkumham could only be held after the DPR RI had finished carrying out its recess. Meanwhile, at this time, said Willy, discussions could be held informally.
However, until now the leaders of Baleg and Menkumkam have not yet made any talks regarding the revision of the ITE Law. "Not yet (there are talks, ed.) This is just the code from the President," he said.
As previously reported, President Joko Widodo (Jokowi) also touched on the revision of the ITE Law during the TNI-Polri Meeting at the State Palace, Jakarta. To the National Police Chief, General Listyo Sigit Prabowo, he asked the police to be careful in handling reports related to the law.
In addition, he said, if the ITE Law is deemed not to provide a sense of justice, the government will propose a revision of the law which is often seen as restricting freedom of opinion.
"If the ITE Law cannot provide a sense of justice, yes, I will ask the DPR to jointly revise this Law. This ITE Law. Because here is the upstream. The upstream is here ... the revision," said Jokowi in a statement via YouTube Secretariat. President, Monday, February 15th.

However, Jokowi emphasized that all parties must protect Indonesia's digital space.
