Obstacles To Enforcement Of Bicycle Path Rules And Strategies To Combat Them
JAKARTA - The DKI Jakarta Governor's regulation on bicycle lanes has been signed by DKI Jakarta Governor Anies Baswedan. However, this regulation is still in a transitional stage because it has not been promulgated.
In the Pergub which will take effect later, violators will be threatened with Article 284 of Law Number 22 Year 2009 concerning Road Traffic and Transportation. The maximum penalty is 2 months and a maximum fine of Rp. 500 thousand. Meanwhile, vehicles parked in the bicycle lane will be towed and threatened to pay a levy in accordance with the DKI Regional Regulation of Rp. 250 thousand for motorbikes and Rp. 500 thousand for cars.
The DKI Transportation Agency claims that there is a five-fold increase in the number of bicycle users on the road. However, Dishub did not deny that there would be a few obstacles in enforcing this rule.
For example, on Jalan Kebon Sirih, Central Jakarta. This area often experiences traffic jams because there are only two roads for four-wheeled vehicles. And part of the left side is taken for the bicycle lane. When the official bicycle lane is added with a barrier, there is the potential for more widespread congestion.
In dealing with this case, the Head of the Operational Control Division of the DKI Marulitua Transportation Agency will take special measures to reduce the congestion, namely removing the bicycle lane barrier.
"If the cause is congested, we decompose it so that we can eliminate the congestion," said Marulitua at City Hall, Jalan Medan Merdeka Selatan, Central Jakarta, Thursday, November 21.
Bicycle lanes are often used as parking lots for online motorcycle taxis (ojol) while waiting for passengers. After the Pergub was ratified, Marulitua confirmed that the Lintas Jaya Team consisting of DKI Transportation Agency and Traffic Traffic Police officers would immediately ticket the ojol.
"The online motorcycle taxis that are hanging on the bike path are in violation, so we also take action," he said.
Furthermore, there is also the potential for escaping prosecution of motorized vehicles crossing bicycle lanes without being accompanied by barriers such as traffic cones. If you have this, the Transportation Agency will use the electronic ticketing system to find out the culprit.
"(If the vehicle passes the teaching), later we will coordinate with Dirlantas. We can use E-TLE (electronic traffic law enforcement). So, just by capturing the camera can take action against the vehicle," he said.
This bicycle lane in Jakarta has been built along 63 kilometers. However, not all lanes will be installed with barriers such as traffic cones from other vehicles.
Head of DKI Jakarta Transportation Agency, Syafrin Liputo, said that his party only installed traffic cones in areas considered dangerous. "The cone is one that is regulated in the governor's regulation," he said.
