The Government Wants To Revise The IKN Law, Minister Suharso Reveals The Reason
JAKARTA - The government and Commission II of the DPR RI have begun to discuss the revision of Law Number 3 of 2022 concerning the State Capital (IKN) of the Archipelago at the DPR RI Jakarta Building, today, Monday, August 21.
The government, which in this case is represented by the Minister of National Development Planning (PPN)/Head of Bappenas Suharso Monoarfa, said that since Law Number 3 of 2022 was promulgated, various new issues and challenges were found by the IKN Authority in the implementation of 4P activities, namely preparation, development, relocation of the nation's capital, as well as the implementation of local government specifically for IKN.
"Some of the new issues and challenges have not been accommodated by the arrangements in the IKN Law, so the change to the IKN Law is crucial so that the government, especially the authority, can realize the relocation of the capital city on time and in accordance with the set plan," said Suharso.
Suharso said, there are five new challenges in the regulation. First, there is a difference in interpretation in understanding the special authority of the authority of the authority related to its duties and functions. Second, the position of authority as a user of the budget and the user of the goods, as well as the financing aspect that can be done by the authority independently as a special local government.
"Third, specific arrangements regarding recognition of land rights owned and or controlled by the community, as well as restructuring the land to ensure regional management by the authorities and local governments around the capital city of the archipelago," he said.
The fourth challenge is regarding special arrangements for housing development investors and the timeframe for land rights so that investment in IKN becomes more competitive.

As previously reported, the Minister of National Development Planning/Head of Bappenas Suharso Monoarfa confirmed that the discussion on the revision of Law Number 3 of 2022 concerning the State Capital (IKN) requested by President Joko Widodo (Jokowi) will be completed this year.
"The target is completed, hopefully it can be in the current session," said Suharso some time ago.
Suharso said, there are three important points that will be revised from the IKN Law, namely regarding the authority of institutions, land, as well as financing and funding.
