KPK Summons Lucky Falian Regarding Social Assistance Bribery

JAKARTA - The Corruption Eradication Commission (KPK) has four witnesses in the investigation of the alleged bribery case for social assistance procurement due to COVID-19 in Jabodetabek.

They are, Director of Uatama PT Agri Tekh Sejahtera, Lucky Falian Setiabudi; President Director of PT Mandala Hamonangan Sude, Rangga Derana Niode; Director of PT Mandala Hamonangan Sude, Rajif Bactiar Amin; and Muhammad Rakyan Ihram from the private sector.

"They will be questioned as witnesses for the suspect AIM (Ardian IM)," said Acting KPK spokesman Ali Fikri, Jakarta, Friday, January 29.

This case stems from the procurement of social assistance for handling COVID-19 in the form of food packages at the Ministry of Social Affairs in 2020 with a value of around Rp.5.9 trillion with a total of 272 procurement contracts and carried out in two periods.

Juliari as the Minister of Social Affairs appointed Matheus Joko Santoso and Adi Wahyono as Commitment Making Officers in the implementation of the project by directly appointing partners.

It is suspected that there was a "fee" for each work package that partners had to pay to the Ministry of Social Affairs through Matheus Joko Santoso. The fee for each social assistance package has been agreed upon by Matheus and Adi Wahyono at Rp. 10 thousand per food package, from a value of Rp. 300 thousand per package.

Furthermore Matheus and Adi in May to November 2020 made work contracts with several suppliers as partners, including Ardian IM, Harry Sidabuke and also PT Rajawali Parama Indonesia (RPI) which allegedly belonged to Matheus. The appointment of PT RPI as one of these partners was allegedly known by Juliari and approved by Adi Wahyono.

In the implementation of the first period of the basic food assistance package, it is suspected that a fee of Rp 12 billion was received, which Matheus distributed to Juliari Batubara through Adi with a value of around Rp. 8.2 billion.

The money was then managed by Eko and Shelvy N, as Juliari's confidants, to be used to pay for Juliari's personal needs.

For the second period of implementation of the basic food assistance packages, fee money was collected from October 2020 to December 2020 amounting to around Rp.8.8 billion which is also suspected to be used for Juliari's needs.
